Responsibilities
1. Support on the overall implementation of all Shelter, WASH, Protection and CBI projects, including follow-up on administrative and financial aspects, in line with IOM’s policies and procedures, as well as donor requirements.

2. Support the performance oversight of implementing partners, including the revision and endorsement of needs assessments, budgets, market assessments and market checks where applicable to ensure all required information to be in line with the IOM and donors’ guidelines, and confirm the availability of stocks to support the approval of activities.

3. With direct support from the Emergency Operations Officer, provide external guidance to implementing partners to ensure that responsibilities reflected in the framework agreements related to needs assessments, activities and beneficiary selection, monitoring and reporting requirements are complied with.

4. Coordinate internally with IOM Protection and Access teams to ensure due diligence, do-no-harm and safety for approved projects and field activities, and ensure that all correspondence and operations are following the UNDSS rules and procedures, IOM standards of Conduct and Confidentially.

5. Coordinate internally with the IOM M&E unit on the pre-verification of field activities, as well as ensure they have all the required information to conduct Third-Party-Monitoring (TPM) for Shelter, WASH, Protection and CBI interventions.
6. Follow up internally with the IOM Access team on any reported incident by the M&E TPM or partner teams to ensure appropriate safety measures are applied on the field.

7. Provide administrative support in the project implementation including filing, preparing purchase and payment requests, following up of delivery and status of goods and performing other financial tasks in coordination with procurement and resource management unit.

8. Participate in external inception meetings with the assigned implementing partners at the start of each project to ensure they are up-to-date on IOM procedures and coordinate on the planning for the field activities (Shelter,WASH, Protection, CBI) determining actual, submission of documentations (distribution plan, good receipts, waybill etc.) and ensure delivery of logistics requirements.

9. Support the coordination activities with the humanitarian clusters (Shelter, WASH, Protection, CBI) to ensure no duplication in assistance, and that emergency incidents are well documented and adequately addressed by IOM implementing partners.

10. Provide support to ensure internal coordination between the operations, logistics and warehouse including regular check of the stock’s availability, following up delivery schedules and share relevant information (ie. IP delivery plan, types of trucks, name of IPs, etc.)

11. Evaluate the implementing partners’ performance after the completion of each project to ensure it has been done within the timeframe and quality expected and report any issues on time and through the appropriate tools.

12. Undertake duty travel as required to support coordination and monitoring activities for project implementation.

13. Perform such other duties as may be assigned.


Qualifications
Education:
•Completed High School from an accredited academic institution with six years of relevant professional experience.
•University degree in Management, Social Science, Humanitarian Assistance or a related field from an accredited academic institution, with four years of relevant professional experience; or
•Master’s degree in the above-mentioned fields is an added advantage with two years of relevant experience.
Experience and Skills:
•Experience in liaising with governmental authorities, national/international institutions, Shelter, WASH, Protection clusters/sectors, the Cash Working Group (CWG), United Nations agencies and non-governmental organizations;

•Experience in humanitarian response or in the delivery of emergency humanitarian support including transport;

•Experience in the field of migration issues, project design and implementation;

•Familiarity with administrative management;

•Extensive work experience in challenging environments and operational activities in a post-conflict area required;

•Experience in liaising with local, regional and international counterparts and humanitarian partners needed;

•Experience working in an International Organization is an advantage.

Languages:
fluency in English and Arabic is required (oral and written).
