Responsibilities
1. Financial Strategy & Planning

- Lead the development and execution of the Country Office financial strategy in alignment with the organisation’s global financial standards.
- Support the Country Director and program managers in annual budget planning and forecasting.
- Contribute with the Country Director and program managers in preparing the quarterly fund requests.
- Ensure sound cash flow management and maintain sufficient liquidity for program operations.
- Follow up the transfer of payment from HQ to Syria Office and the partners.
- Identify financial risks and propose mitigation and control measures.
- Support strategic cost analysis and resource optimization across projects.

2. Financial Management & Compliance
- Oversee all accounting, bookkeeping, and financial transactions in accordance with the organisation and donor regulations.
- Ensure timely recording, reconciliation, and reporting of all financial activities.
- Verify compliance with internal control systems, financial policies, and audit requirements.
- Supervise the preparation of financial reports for donors, HQ, and management.
- Ensure accurate and timely submission of monthly financial reports and trial balances.
- Oversee reconciliations, advances, and financial closeout processes.
- Entering all financial documents into the accounting system (WINPACCS) on a monthly basis.

3. Budgeting Financial Oversight
- Lead the preparation of project budgets and financial proposals in coordination with Program Managers and under the guidance of the Country Director.
- Monitor project burn rates and provide timely alerts on under- or overspending.
- Support Program Managers and partners in understanding and applying financial controls.
- Provide regular financial analysis and variance explanations to the Country Director.
- Review and validate partner financial reports, documents and liquidations before consolidation.

4. Internal Controls, Auditing & Capacity Building
- Maintain a robust internal control system to ensure transparency and prevent misuse of funds.
- Prepare and coordinate internal and external audits; ensure timely response to audit findings.
- Develop and enforce financial SOPs and compliance tools tailored to the Syria mission.
- Train and coach finance staff, partners, and budget holders on compliance and financial management.
- Promote accountability, efficiency, and learning within the finance team.
- Ensure timely review and reconciliation of partners financial submissions.


Qualifications
Education:
- Master’s degree in Accounting, Finance, Business Administration, or related discipline.
- Recognized accounting qualification (e.g., CMA, CPA, ACCA) preferred.
Experience:
- Minimum 6 years of relevant finance management experience, including 3 years in a supervisory or managerial role with an INGO.
- Proven experience managing donor-funded projects.
- Strong knowledge of financial regulations, accounting standards, and donor compliance.

- Proficiency in MS Office and Accounting Software/Systems.

- Fluent in Arabic and English (written and spoken).
- Familiarity with climate-aware programming and Do No Harm principles.

The Finance Manager oversees the financial management of all operations and programs. This includes ensuring strong financial systems, compliance with donor and the organisation policies, transparent accounting practices, and effective budget management. The Finance Manager plays a key role in strategic financial planning, internal control, and reporting, enabling sound decision-making by the Country Director and senior management, and supporting the organisationaccountability and efficiency across all programs, with ability to work in dynamic, sometime insecure environments.
