Responsibilities
1. Personnel Security & Safety
• Provide tailored security orientations, training, and briefings for expatriate and national staff, considering contextual differences in exposure and movement.
• Conduct background checks, vetting, and security clearances for staff and contractors.
• Maintain effective track staff movements, ensuring strict adherence to call-in protocols and travel restrictions.
• Maintain 24/7 emergency support and provide real-time guidance during incidents affecting staff.
• Conduct security orientations, briefings, and refresher trainings for expatriate and national staff.
• Gender-sensitive risk assessments and tailored safety measures for female, national, and international staff.

2. Physical Security & Facility Protection
• Oversee security measures for SIF offices, guesthouses, warehouses, and field sites.
• Maintain updated evacuation and contingency plans for all facilities and ensure staff/visitors are covered.
• Verify the reliability of access control systems, alarms, and protective barriers.

3. Mapping & Zone Classification
• Maintain updated mapping of red zones, green zones, and restricted-access areas, based on verified intelligence and operational risk assessments.
• Regularly update field teams and management on changes in movement zones, ensuring clear communication of safe vs. restricted areas.
• Adapt staff movement authorizations according to zone classifications, ensuring maximum safety and Communicate movement restrictions and authorizations based on zone classifications.
• Provide tailored movement protocols for expatriates vs. national staff, considering exposure risks.
• Develop tailored movement protocols for expatriates and national staff, considering varying exposure risks.
• Liaise with local actors and UN/INGO forums to validate and adjust access and security mapping.

4. Emergency Planning & Continuity of Operations
• Ensure the Crisis Response Plan (CRP) reflects evolving threats and remains understood by all staff.
• Maintain active crisis communication channels (emergency call trees, satellite phones, WhatsApp groups).
• Lead incident management, including evacuation coordination and relocation strategies.
• Liaise with international security consultants and humanitarian coordination forums to align contingency planning.

5. Security Protocols & Compliance
• Implement office, residential, drivers SOPs across all mission locations.
• Ensure strict adherence to SIF’s travel safety procedures, including approvals and movement tracking.
• Monitor compliance with SIF’s global and mission-specific travel protocols.
• Safeguard sensitive project and personnel information (digital and physical).
• Conduct regular security drills, compliance checks, and refresher trainings.

6. Security Intelligence & Reporting
• Track and analyze daily political, conflict, and security developments in Syria, producing timely risk assessments.
• Produce timely, high-quality weekly/monthly security reports, risk assessments, and flash alerts for HoM, SMT, and HQ, including actionable recommendations. Represent SIF in local security networks and maintain close liaison with UNDSS, INGO security forums, local authorities, and humanitarian actors.
• Track, verify, and analyze daily political, military, and security developments across Syria using multiple sources (UNDSS, INSO, local networks, open-source intelligence)
• Actively represent SIF in security coordination forums (UNDSS, INGO security cell, local networks) and build trusted relationships with authorities and humanitarian actors to enhance access and information sharing
• Lead post-incident reviews, lessons learned processes, and updates to security plans to prevent recurrence.

7. Staff Capacity-Building & Awareness
• Establish and lead security education and awareness programs for all staff.
• Conduct regular scenario-based trainings (evacuation, checkpoints, hostile environment awareness).
• Mentor and build the capacity of national security focal points in the field offices.
• Foster a security-aware organizational culture across all departments.

Qualifications
 Bachelor’s/ master's degree in security studies, International Relations, Political Science, Risk Management, or a related field.
 Professional certifications in security management, risk assessment, crisis management, or HEAT/SSAFE trainings are strongly preferred.
 Minimum 5 years of progressive experience in security management, preferably in conflict or post-conflict environments such as Syria or the wider MENA region and An extensive INGO/UN security experience, may be considered in lieu of a relevant degree.
 Proven leadership skills with experience managing and supervising staff, including national security personnel and guard forces.
 Strong analytical capacity to identify, assess, and adapt security strategies in a rapidly changing and high-risk context.
 Demonstrated ability to collect, verify, and analyze security information from multiple sources and provide actionable intelligence to senior management.
 Experience working in high-stress, high-pressure environments, with ability to respond effectively to emergencies and critical incidents.
 Previous experience with international development, humanitarian, or non-profit organizations in fragile contexts.
 Strong computer literacy in Microsoft Word, Excel, PowerPoint, and security databases/tools.
 Excellent report-writing skills in English, including risk assessments, incident analysis, and security updates.
 Proven ability to liaise effectively with government security authorities, UNDSS, NGOs, and other security coordination bodies in Syria.
 Language skills: Fluency in English and Arabic required; French is an asset for coordination with HQ and francophone partners.
