Responsibilities
General Role:
The Stabilization Support Unit (SSU) is seeking to recruit a MEAL Manager to join its team in Aleppo and Damascus. The MEAL Manager will lead and coordinate the organization’s monitoring, evaluation, accountability, and learning activities to ensure the quality and effectiveness of humanitarian and development programs. This role supervises MEAL teams, ensures the development of effective monitoring and analysis systems, and uses insights to improve program performance and support evidence-based decision-making.
This position is central to enhancing accountability to beneficiaries and donors, and to building the capacity of field and administrative teams in using data to achieve optimal results.

Duties and Responsibilities:
- Develop the overall MEAL strategy for the organization.
- Supervise MEAL teams and guide them in developing and implementing monitoring and evaluation plans.
- Design and implement data collection and analysis tools, ensuring data quality and reliability.
- Design accountability and feedback mechanisms and ensure effective beneficiary access.
- Monitor program performance and analyze results to provide clear recommendations to management.
- Prepare comprehensive reports for donors and senior management on progress and outcomes.
- Coordinate field studies and needs assessments to ensure accurate programmatic responses.
- Facilitate learning sessions and document lessons learned to support continuous program improvement.
- Support capacity-building of field teams in monitoring, evaluation, and data utilization.
- Ensure compliance with humanitarian standards, ethical practices, and data protection policies.


Qualifications
Required Qualifications:
- Bachelor’s degree in Statistics, Social Sciences, Economics, Business Administration, Development, or a related field.
- Minimum of 5 years of experience in MEAL within humanitarian or development sectors, including demonstrable supervisory experience.
- Strong experience in designing and implementing data collection and analysis tools.
- Proficiency in Excel; knowledge of SPSS, Power BI, or Kobo/ODK is preferred.
- Advanced knowledge of humanitarian standards (e.g., Sphere and Core Humanitarian Standard) and best international practices in MEAL.
- Strong leadership skills and the ability to manage and develop teams.
- Excellent report writing and communication skills in both Arabic and English.
- Ability to work under pressure and manage multiple projects within strict deadlines.
- Preferably, previous experience with international organizations or donor-funded projects, with the ability to build information systems and dashboards, perform strategic analysis, and train field and administrative teams.
