Responsibilities
Scope of Work and Key Responsibilities
A. Technical Support to Midwifery Policy and Strategy Implementation
● Support the implementation and revision of the National Midwifery Strategy.
● Assist in organizing stakeholder consultations and technical meetings with the Ministry of Health and professional associations.
● Contribute to the development of policy briefs and technical documents related to:
o Scope of practice for midwives
o Certification and competency frameworks
o Midwifery education standards
● Provide technical input to the revision of midwifery curricula in collaboration with academic institutions and international partners.
B. Support Capacity Building and Training Activities
● Assist in planning and implementing training programmes for midwives across Syria.
● Support development of training materials related to:
o Sexual and reproductive health (SRH)
o Emergency obstetric care
o Gender-based violence (GBV) response
o Adolescent and Youth-friendly SRH services
● Coordinate logistics and technical preparation for training workshops, leadership programmes, and technical meetings.
● Provide mentoring and supportive supervision to midwives participating in training initiatives.
C. Strengthening Midwifery Leadership and Professional Associations
● Support the establishment and strengthening of a Midwifery Association under the Nursing and Midwifery Syndicate.
● Assist in organizing Midwifery Leadership Forums at national and governorate levels.
● Facilitate collaboration between midwives, physicians, community health workers, and other health professionals.
● Support initiatives aimed at promoting the professional recognition of midwives.
D. Support Implementation of Midwifery-Led Service Models 2 | Page
● Assist with implementation and monitoring of midwifery-led care models in pilot locations.
● Support the establishment of community midwifery networks in underserved areas.
● Assist in strengthening referral pathways between independent midwives and health facilities.
● Support coordination with implementing partners providing maternal health services in The targeted governorates.
E. Monitoring, Evaluation, and Data Management
● Support collection and validation of data related to midwifery services and training activities.
● Assist in developing standardized data collection tools for midwives in both public and private sectors.
● Participate in monitoring visits to supported facilities and project sites.
● Contribute to monthly, quarterly, and annual project reports.
F. Gender, Human Rights and Community Engagement
● Support integration of gender-sensitive and rights-based approaches in project activities.
● Contribute to community awareness campaigns promoting:
o Skilled birth attendance
o Maternal health
o Women’s reproductive rights
● Promote safe and respectful maternity care and supportive working environments for midwives.
● Support engagement with commun


Qualifications
Required Qualifications and Experience
Education
● Bachelor’s degree or higher in:
o Midwifery (strongly preferred)
o Nursing
o Public Health
o Maternal and Reproductive Health
o Obstetrics and Gynacology
Advanced training in SRH or maternal health is an asset.
Professional Experience
● Minimum 5–7 years of professional experience in maternal and reproductive health programmes.
● Experience in midwifery practice, training, or supervision is highly desirable.
● Experience working with national health institutions or humanitarian programmes.
● Previous experience with UN agencies or international NGOs is an advantage.
● Experience working in fragile or conflict-affected settings is desirable.
Technical Skills
● Knowledge of maternal and newborn health programmes.
● Familiarity with SRH and GBV integration in health services.
● Strong coordination and facilitation skills.
● Experience in training delivery or capacity-building programmes.
● Good data management and reporting skills.
Languages
● Fluency in Arabic (required)
● Good working knowledge of English (required)
