Contract Type: Consultancy / Service Contract (Individual or Firm)
Duration: Around 4 months, between April 2026 and August 2026, start date depends on completion of the hiring process, expected to be completed by mid-April.

1. Background:

In the fight to control transmission of leishmaniasis, The MENTOR Initiative (MENTOR), funded by Grand Challenges Canada (GCC), is working on a project to distribute 80,000 SC Johnson Guardian™ (Guardian) in northern Syria. These products help protect people from diseases like leishmaniasis and malaria, which are spread by insects.

MENTOR, as a Not-For Profit Organization working on Humanitarian Assistance, does not intend to make a profit but instead, to introduce in the Syrian market a new technology to control the transmission of leishmaniasis at a large scale. The long-term sustainability goal is to establish SRs such as Guardian™ in the local market of Vector-Borne Diseases (VBD) affected populations, providing communities with an alternative, efficacious, and cost-effective VC product and the autonomy to sell or purchase it themselves.

To achieve this, MENTOR seeks a Sales & Market Development Consultant (individual or firm) to support access to retail networks, establish viable distribution channels, and strengthen engagement with wholesalers and retailers in Idleb and Azaz.

2. Objectives of the Assignment:

This consultancy aims to:

A. Identify and engage reliable wholesalers and retailers for Guardian™ SRs sales
B. Achieve sell-in of 80,000 Guardian™ units to wholesalers and retailers over 3-4 months (distribution to be forecasted in the technical submission by the candidate)
C. Secure at least 50% coverage in both Idleb and Azaz governorates.
D. Generate market intelligence on pricing, demand, and competing products;
E. Provide concrete marketing and communication activities to boost product sales;
F. Provide structured reporting to guide program decision-making

3. Scope of Work & Deliverables:

A. Sales Distribution and Network Development:
• Map existing wholesalers/retailers for household or health-related products in Idleb and Azaz
• Achieve sell-in of 80,000 Guardian™
• Conduct market analysis of competing vector control products (availability, pricing, positioning), and return a comprehensive written report
• Monitor inventory levels at partner outlets
• Flag restocking needs and track repeat orders
B. Stakeholder Management
• Liaison with local authorities, health actors, and community leaders where required
• Maintain regular contact with retail partners and community point of sale
• Ensure compliance with local regulations and customs procedures (advisory role)
C. Reporting and Monitoring:
• Monthly progress report covering:
- Retailer engagement status (monthly report in a provided template)
- Documenting challenges, opportunities, and recommendations
- End-user feedback

Qualifications
• Syrian resident/ Syrian registered firm with strong operational presence in northwest Syria.
• Minimum 3 years sales/distribution experience in FMCG or health products
• Strong sales appetite and experience
• Targets oriented
• Established networks of contacts among wholesalers/retailers in targeted locations
• The individual/firm should have personnel with fluent Arabic and working knowledge of English
• Capacity to deploy personnel locally
• Active PTT bank account
• Ability to operate under a service/consultancy contract


Specific Vacancy Requirements
Good to have:
• Experience with Vector Control or Health products


Salary and Benefits
* monthly fixed fee, payable upon submission and approval of a monthly activity report;
and
* a bonus rate per number of units sold (e.g., per block of 5,000 units sold), in line with their proposed approach and market expectations. Note that there is a maximum of 80,000 units available for sale during the contract period.
MENTOR recommends a total compensation ceiling of USD 4,500–6,000 for the 4-month contract period. When evaluating financial proposals, MENTOR will assign greater weight to the performance-based bonus structure than to the fixed monthly fee to incentivize higher sales performance.
