Responsibilities
Under the direct supervision of the Climate Change Adaptation Technical Officer in the Southern Area Office and the overall guidance of the Climate Adaptation Project Manager, the Project Officer – Civil / Environmental Engineer will:

• Lead the WWTP site supervision team and coordinate all day-to-day technical supervision activities on site.
• Review and validate contractors’ detailed plans, method statements, shop drawings and as built drawings for all civil, structural, process and related works of the SBR based WWTP, ensuring consistency with the approved design package and geotechnical recommendations.
• Oversee construction of reinforced concrete structures (SBR basins, equalization and sludge tanks, channels, chambers, buildings and slabs), ensuring compliance with structural design, concrete quality, reinforcement detailing, curing, waterproofing and durability requirements under high groundwater and aggressive soil conditions.
• Monitor installation and integration of internal piping (PVC, HDPE, DI), mechanical and electromechanical equipment (screens, pumps, blowers, mixers, dosing systems), and ensure proper hydraulic and process functioning in line with design capacity and effluent quality targets.
• Coordinate closely with the Electrical Project Officer on power supply, MCCs, control panels, instrumentation and SCADA/automation interfaces to ensure the civil and process works are fully compatible with the electrical and control systems.
• Ensure that environmental, social and occupational health and safety measures are implemented on site, including safe dewatering, sludge and waste management, confined space entry, edge protection and signage, in line with UNDP safeguards and national regulations.
• Manage risks at the local level and inform the technical officer about any issues that would impede implementation.
• Participate in and/or lead technical site meetings, progress review meetings and inspections with the contractor, local authorities, operators and UNDP team; prepare and validate minutes and action points.
• Review contractor’s work schedules, method statements and progress reports; identify delays, bottlenecks and risks and propose corrective actions and mitigation measures.
• Lead or support testing, commissioning and trial operation of the WWTP, including review of commissioning plans, witnessing of tests, verification of performance indicators (flow, BOD, COD, TSS, etc.) and validation of O&M manuals and training for operators.
• Prepare regular technical progress reports (daily/weekly/monthly) including physical progress, quality issues, risks, non conformities and recommendations, and provide inputs to UNDP reporting as requested.
• Ensure that all works comply with the approved BoQ, technical specifications, drawings, environmental safeguards and applicable Syrian and international standards.


Qualifications
Required Qualifications:

a. Education

• University degree in Civil Engineering, Environmental Engineering or related field. Postgraduate degree in wastewater engineering, environmental engineering or related discipline is an asset.

b. Experience

• Minimum 10–15 years of professional experience in design and/or supervision of infrastructure projects, with at least 1-3 years specifically in wastewater treatment plants or large scale projects and complex projects.
• Demonstrated experience with biological treatment processes (preferably SBR or similar technologies) and associated civil/process design and construction.
• Proven experience in leading multidisciplinary site supervision teams and managing contractors on complex civil/environmental infrastructure projects.
• Experience in projects implemented in fragile or post-conflicted environments is an asset.
• Previous experience with UN or international organizations is an asset.

Language Requirements

• Arabic: native
• English: good working knowledge

Technical Skills

• Strong knowledge of design and construction of reinforced concrete structures, hydraulic structures and WASH infrastructure.
• Familiarity with relevant Syrian standards and international standards for wastewater treatment.
• Proficiency in using engineering and office software (AutoCAD, MS Office; knowledge of structural or hydraulic design tools is an asset).
