Responsibilities
Under the direct supervision of the Climate Change Mitigation Technical Officer in the Southern Area Office, and under the technical coordination of the WWTP Lead Project Officer, the Project Officer – Electrical Engineer will:
• Supervise and follow up on the installation of the medium‑voltage line connecting the WWTP to the non-rationed electricity line, including all associated electrical and civil works (cable trenching, terminations, protection devices, and interface with the utility).Review and validate contractors’ electrical plans, single line diagrams, panel schedules, cable layouts, grounding systems, lighting layouts, and SCADA architecture, ensuring compatibility with the WWTP process design and power availability.
• Attend material inspections and testing (such as cable tests, transformer tests, panel FATs, and equipment certification reviews) and ensure that all test results comply with the approved technical specifications and standards before acceptance
• Supervise installation of all electrical equipment and systems, including transformers, main and sub distribution boards, motor control centers, cabling, grounding, lightning protection, lighting ,power, and light current systems (fire alarm, CCTV, Data, Telephone…etc.).
• Oversee the installation, configuration and integration of instrumentation and control equipment (sensors, transmitters, actuators, control panels) and their connection to the SCADA system.
• Verify that all electrical and control works are implemented in compliance with relevant safety standards, protection coordination, IP ratings, cable sizing and voltage drop criteria.
• Coordinate closely with the civil/process supervision team to ensure correct positioning and protection of electrical equipment and cable routes in tanks, chambers, buildings and external areas.
• Review and supervise testing and commissioning procedures for electrical and automation systems, including factory acceptance tests where applicable, site acceptance tests, functional tests and trial operation.
• Check that the SCADA system provides the required monitoring, alarm and control functions for key WWTP units (inlet works, SBR basins, blowers, pumps, dosing systems, sludge handling, etc.) and that operators are adequately trained.
• Ensure proper documentation of electrical systems, including as built drawings, O&M manuals, equipment lists and test records.
• Contribute to progress reports, site meeting minutes and technical notes on electrical and automation aspects.

Qualifications
Required Qualifications:
a. Education
• University degree in Electrical Engineering, Power Engineering, or related field.
b. Experience
• 8–15 years of professional experience in design and/or supervision of electrical works for industrial or infrastructure projects.
• Proven experience with electrical systems and SCADA/automation in water and wastewater treatment plants or similar process facilities.
• Hands‑on experience in medium‑voltage (MV) installation works, including MV feeders, switchgear, transformers, protection systems, and interface with utility networks.
• Experience with low voltage distribution, MCCs, instrumentation and control in harsh or outdoor environments.
• Previous experience with UN, or international organizations is an asset.
Language Requirements
• Arabic: native
• English: working knowledge for technical documentation and supplier coordination.
Technical Skills
• Strong knowledge of electrical design, protection and installation standards for industrial plants.
• Practical experience with SCADA systems, PLCs and field instrumentation.
• Proficiency in AutoCAD (electrical), MS Office; familiarity with electrical design tools is an asset.
