Responsibilities

Support in managing SAMS complaints and response mechanism (CRM) system and ensure the effectiveness of CRM system for both SAMS Syria activities.
Follow up on outstanding beneficiary feedback with relevant departments and stakeholders.
Support programming staff to ensure that projects are carried out with participation from all affected communities (including children) and that information is shared with affected communities.
Maintain a secure and confidential database of all incoming cases, assigning reference numbers and ensuring proper documentation.
Conduct initial intake assessments to determine if allegations meet the criteria for a formal investigation, undertaking a preliminary risk assessment for all parties involved.
Engage with complainants to clarify details while ensuring confidentiality and documenting all relevant information for preliminary assessment.
Formulate detailed investigation plans; obtain, review, and analyze all relevant documentary, forensic, and electronic evidence.
Conduct skilled interviews of complainants, survivors, witnesses, and subjects of complaints in a multicultural and sensitive manner.
Record interviews accurately and ensure all evidence is handled according to data protection policies and best practice.
Prepare high-quality, factual, and clear investigation reports, presenting results and recommending corrective actions or improved controls
Plan and conduct accountability-related trainings and capacity development for SAMS health facility staff and partner staff.
Ensure all beneficiaries are aware of the key elements of SAMS’ accountability channels and procedures and the expectations and standards required of SAMS staff and partner staff.
Receive, process and respond to beneficiary feedback and complaints and guide beneficiaries seeking help through SAMS complaints and feedback mechanisms.
Engage with all relevant stakeholders, NGOs, and UN agencies to ensure a coordinated and consistent approach to accountability.
Produce regular reports on accountability activities to support learning under similar conditions as an aid memoir and to facilitate any follow-up.
Document lessons learned and recommendations.
Ensure the accountability activities and processes are implemented according to SAMS accountability SOPs. Furthermore, support the MEAL Manager in reviewing and updating the accountability SOPs when required.

Qualifications
-

Specific Vacancy Requirements
Bachelor's degree in Law, Human Rights, or a related field.
Minimum of 3 years of experience conducting administrative investigations in international development or humanitarian contexts.
Fluent in Arabic and good English.
Good in Microsoft S office programs.
In additional, soft skills:
Self-starter who can work independently under pressure.
Committed employee with a high amount of initiative, collaboration, forward-thinking, team spirit.
Familiarity with humanitarian accountability standards and other international quality, assurance mechanisms, including Sphere, Humanitarian, Accountability Partnership, Do No Harm, code of conduct , etc.
Ability to work in and contribute to team building environment.
Excellent written and oral communication skills. Experience integrating international humanitarian standards in emergency programming (including humanitarian accountability).

Fluent English in writing and speaking

Salary and Benefits
The salary will be defined according to the SAMS salary scale.
