Responsibilities
Key Responsibilities
Policy Analysis and Strategic Advocacy
Monitor political, health, financing, and regulatory developments in Syria, including MoH/MoHE updates, donor positions, UN frameworks, and impacts of banking and sanctions regulations.
Produce timely analysis, briefs, and talking points to inform Syria Country Office, Regional Office and HQ to influence engagement with GoS, U.S., EU, Gulf, and multilateral actors.
Support the development of Syria-focused strategy with HQ Advocacy Lead/Manager and Syria Country Director on health system reform, health financing, humanitarian access, and conditions for voluntary, informed returns.
Work with Programs, MEAL, and HQ Advocacy to prepare evidence-based policy briefs, statements, narratives, and advocacy products.
Monitor early indicators related to political shifts, transition scenarios, or access changes, and advise on adjustments to advocacy priorities.
Ensure advocacy messages reflect humanitarian principles, medical neutrality, and risk-sensitive analysis.
External Engagement, Representation, and Coordination
Support SAMS’s engagement with MoH and MoHE, UN, Embassies, Donors and other stakeholders.
Build and maintain relationships with UN agencies, donors, research institutes, civil society groups, and other relevant stakeholders inside Syria and across regional hubs.
Represent SAMS in Syria-focused coordination spaces (NGO forums, advocacy groups, sectoral working groups) and ensure SAMS’s perspectives are included in joint messaging.
Support SAMS participation in policy dialogues, national workshops, medical education discussions, side events, and high-level meetings.
Contribute to joint statements, side events, panels, and advocacy coalitions with Syrian organizations, INGOs, and think tanks.
Internal Coordination and Tracking
Contribute to the development and regular update of the Syria advocacy work plan, aligned with SAMS’s global advocacy strategy and program priorities.
Use internal tools, including the Engagement Tracker, Events Tracker to plan, coordinate, and document advocacy engagements and outcomes.
Work closely with HQ Advocacy Lead/Manager to ensure consistent messaging and alignment across teams.
Support SAMS leadership’s visits to Syria, including meetings organization and the preparation of briefing materials and talking points.
Contribute to internal reflection sessions, after-action reviews, and lessons-learned discussions to strengthen advocacy planning and influence.



Qualifications
Strong understanding of Syria’s health system, institutions, and political landscape.
Bachelor’s or Master’s degree in public health policy, international relations, political science, or a related field, or an equivalent of 7 years of relevant working experience.
Relevant experience (typically 4 years) in advocacy, policy analysis, humanitarian/development diplomacy, or government/UN engagement.
Excellent written and verbal communication skills in Arabic and English, including the ability to draft concise policy briefs and talking points.
Strong representation skills and the ability to engage professionally with high-level stakeholders.
Strong analytical skills, including stakeholder mapping, political and policy analysis, and basic risk assessment.
Ability to build and maintain relationships across a wide range of actors (authorities, UN, INGOs, CSOs, and professional associations).

Knowledge of sanctions regimes, humanitarian licensing, banking obstacles, and health-related regulatory issues affecting Syria.
Familiarity with International Humanitarian Law, humanitarian principles, and “do no harm” approaches.
Experience working within Syria-focused NGO forums, working groups, or policy coalitions.
Experience monitoring and evaluating advocacy influence (evidence uptake, policy references, and invitations to policy fora).
