Responsibilities
Objective:
To support, monitor, and strengthen the implementation of the Gender Action Plan (GAP) at both programmatic and organizational levels, ensuring measurable results and adaptive management.
Key Responsibilities:
• Review and finalize the draft Gender Action Plan (GAP) in consultation with stakeholders.
• Develop tools to track GAP implementation and indicators.
• Provide in-person technical support to project teams in Hama and Homs.
• Conduct periodic field visits and/or remote follow-up to verify implementation and provide hands-on technical guidance.
• Monitor progress, identify gaps and risks, and integrate gender indicators into MEAL systems.
• Build staff capacity on gender mainstreaming, GBV, and PSEAH.
• Support organizational-level gender actions (policy, recruitment, training).
• Provide on-the-job coaching and technical advice to project staff, gender focal points, and management on gender mainstreaming and risk mitigation.
• Document lessons learned and prepare progress updates and a final report.

Qualifications
• Advanced degree in gender studies, social sciences, development, or a related field.
• The consultant shall maintain a regular physical presence at the [office/project site] for a minimum of one day per week, with additional days scheduled as required for key activities, monitoring visits, and meetings.
• Minimum 3 years of relevant experience in gender mainstreaming in humanitarian or early recovery programs.
• Experience in monitoring Gender Action Plans and/or in livelihoods, resilience, or economic recovery programming is a plus.
• Strong facilitation, analytical, and reporting skills.
• Working knowledge of English preferred.
