Responsibilities

The Purpose of Position:
The Grants Management Lead is a senior leadership role within the JRS Syria country team (part of Jesuit Fathers Team), responsible for leading resource mobilization, grant management, and donor compliance at country level.
The role plays a central part in strengthening the country programmes financial sustainability through the development and implementation of a comprehensive resource mobilization strategy. This includes the identification of funding opportunities, the development of competitive and high-quality funding proposals, and the maintenance of strong donor relationships and stewardship practices.

Main Responsibilities:
1.Develop and maintain multi-year resource mobilisation strategy for JRS Syria aligned with organizational priorities and country programmes needs.
2.Lead the implementation of the JRS Syria resource mobilization strategy ensuring the achievement of annual funding targets.
3.Identify, Pursue and maximise funding opportunities from a diverse range of sources and contribute the expansion and diversification of the donor portfolio in Syria.
4.Develop and maintain a structured mechanism for regularly reviewing funding needs and priorities with relevant Country Office colleagues ensuring continuous alignment with the resource mobilization strategy.
5.In close collaboration with relevant colleagues in the Country Office, lead the end-to-end process of developing and submitting funding proposals, from concept development to award, ensuring alignment with donor priorities and requirements.
6.Support the Head of Programs with the development of JRS Syria programmes and project plans, by providing context on the donor funding environment, donor requirements and specific opportunities in the funding pipeline.
7.Represent JRS Syria in meetings with donors, consortia, and partners regarding resource mobilization and partnership opportunities.
8.In coordination with the Head of Programmes and the Country Communications Officer, collect and curate relevant content to support donor stewardship and engagement.
9.Manage the full lifecycle of grants from award to closure, ensuring compliance with donor regulations and internal organizational policies.
10.Maintain grant tracking systems to monitor implementation progress, timelines, deliverables, and key milestones.
11.Support budget monitoring, including analysis of burn rate, and proactively flag risks related to under or overspending.
12.Lead the preparation and timely submission of high-quality narrative and financial donor reports.
13.Lead grant modification processes, including no-cost extensions and budget revisions.
14.Coordinate grant closure processes, ensuring final reports, documentation, and archiving are completed in line with donor requirements and organizational standards.
15.Lead capacity building of country and project staff in proposal development and donor compliance, in coordination with the relevant colleagues in the Country Office.



Qualifications
1.Advanced university degree in Management, Political Sciences, Law, International Development or another related field.
2.At least 6 years of relevant work experience with humanitarian or development programmes funded by institutional donors.
3.Strong experience in grant acquisition, donor stewardship, and full grant management cycle, including familiarity with donor compliance requirements, templates, and procedures.
4.Demonstrated experience leading or coordinating high-quality, competitive funding proposals under tight deadlines.
5.Ability to identify and manage financial, compliance, and operational risks.
6.Proven experience in financial reporting and budget management within donor-funded programmes.
7.Experience working with CRM, grants management, and programme management systems.
8.Demonstrated knowledge of the Syria humanitarian context, including the donor landscape, key actors, and operational access constraints
9.Strong analytical, strategic-thinking and planning skills.
10.Proficiency in Microsoft Office, particularly Word and Excel.
11.Fluency in English (written and spoken) is required. Arabic is considered an asset.
12.Strong communication, representation, and interpersonal skills with a demonstrated ability to problem-solve in multicultural environments
13.Willingness and ability to travel to JRS refugee sites and operational areas across different governorates, and to work in modest living and working conditions.
