Responsibilities
Tasks Liaison:
- Maintain strong links and communication with all relevant authorities, actors and stakeholders that are necessary to ensure the smooth running of INTERSOS operations.
- Translates, deposes, follows and obtains legal administrative documents related to the implementation of programs in collaboration with the different technical departments
- Serve as the primary focal point for the MoFAE digital platform, ensuring all organizational profiles, licenses, and contact details are up to date.
- Manage the timely upload of project documents and reports as required by ministry regulations.
- Track deadlines for administrative renewals (e.g., annual registration) via the platform to ensure uninterrupted legal status.
- Process and track all international staff visa applications, renewals, and work permit requests through the MoFAE portal or relevant platforms.
- Maintain a digital tracker of all visa submission statuses to provide the HR and Logistics departments with real-time updates on staff legalities.
- In close collaboration with the HoM Facilitate the submission and tracking of Memorandums of Understanding (MoUs) with ministries, ensuring all supporting annexes meet the organization standards.
- Draft and upload formal letters and official communications directed to government departments through the authorized digital channels.
- Maintain a secure, organized digital and physical archive of all "Approved" or "Certified" documents retrieved from the platform for audit purposes.
- Support HoM and HoB in organizing meetings with different stakeholders upon need.
Tasks Security Management:
- In close cooperation with the SMT, conduct security risk assessments in new areas/routes, and advise them on security measures to be implemented.
- Establish and maintain an active information network with other NGOs, UN, formal and informal community leaders, and national and international security actors operating in the area to obtain credible and relevant safety information.
- Ensuring regular safety and security information collection and triangulation for active sharing as per established procedure and in liaison with HoM and Head of Bases
- Coordinate and liaise with police, security forces and relevant authorities to effectively communicate INTERSOS operations and modus operandi in order to build reliable levels of acceptance and enhance accessibility to the areas of operations.
- Support in the establishment of security plans and procedures in the areas of operations, providing inputs on existing documents, updating information on tools and identifying procedures to revise and suggest new ones. Support HoM in decision making and coordination with other third parties when needed.
- Support the sharing of information about the security tools in place and different measures in coordination with the HoM and Head of Bases.
- Conduct induction sessions to field staff whenever necessary.
- Provide Safety, Security and Risk Management training when needed. If not possible in person, identify possible providers or remote-on-line solutions.
- Report to the line manager the progress of on-going procedures and alert in case of change of legislation in government procedures if impacting on the safety and security of the operations.
- Identify the applied safety and security needs and coordinate with logistics for their establishment.
- Daily check on security and safety road conditions and inform field staff. If needed also the HoM.
- Regularly collect data on security incidents. Provide assistance in the management and follow up of incidents affecting INTERSOS projects staff and offices, sharing reliable reporting with the line manager
- Conduct basic training for drivers, guards and staff on topics identified by the line manager (alert system, tracking, access control, etc.)
- Represent INTERSOS at security meetings or fora, and in meetings with communities and government and non-government stakeholders and administrative and security services to obtain documents and relevant information and to negotiate access to the field, and prepare regular reports
- Perform other security-related tasks assigned by the Security Manager

Qualifications
Education:
- Essential secondary education
Professional experience:
- 2 years of work experience in security or related field in a humanitarian/recovery context or relevant work experience in safety, security and risk analysis
- Previous experience in liaising with local authorities is desirable
Professional requirements:
- Experience of humanitarian Operations and humanitarian access in complex emergencies
- Good understanding of humanitarian safety practices and principles and their application
- Ability to work independently and in collaboration with remote technical supervision
- Ability to work in remote field locations
- Advanced MS proficiency (Microsoft Word, Excel, outlook, etc.).
