Responsibilities
Position Objective:
Ensure timely submission, follow-up, and approval of all permits and NOCs required for project execution. Maintain strong relationships with government entities, municipalities, and regulatory bodies to facilitate smooth project progress. Enhance visibility and control over permitting activities through structured tracking, reporting, and coordination while ensuring compliance with client standards, local regulations, and authority requirements. Support project teams by resolving permitting obstacles and enabling uninterrupted project execution activities.
Job Description & Responsibilities:
Prepare, submit, and follow up on all permits and NOCs required for OSP, ISP, DC, and Exchange implementation activities.
Coordinate with municipalities, utility authorities, government agencies, and regulatory bodies to secure timely approvals and clearances.
Ensure all permit applications comply with authority requirements, technical standards, regulatory procedures, and client specifications.
Track permit status, approval timelines, pending submissions, and authority feedback using structured trackers, logs, and reporting systems.
Resolve authority comments, permit rejections, and compliance issues by coordinating with engineering, design, and field execution teams.
Maintain updated knowledge of local regulations, permitting procedures, municipality requirements, and changes in authority guidelines.
Coordinate with internal departments to ensure all required submission documents, including drawings, BOQs, route maps, and method statements, are complete and accurate before submission.
Support contractors and field teams by providing approved permits, authority clarifications, and required instructions for site execution activities.
Manage relationships with government offices, municipalities, utility companies, and regulatory agencies to facilitate effective communication and smooth project progress.
Ensure timely renewal of expiring permits, NOCs, access approvals, and related regulatory documents.
Prepare weekly, monthly, and ad-hoc permitting status reports for management and client stakeholders.
Maintain data accuracy across permitting systems, ERP platforms, client portals, and internal databases.
Escalate critical permitting delays, risks, and unresolved issues to management while supporting mitigation and corrective action plans.
Coordinate with Project Controls teams to align permitting timelines with project schedules and operational execution plans.
Ensure compliance with HSE, environmental, regulatory, and authority requirements related to permitting activities.
Participate in coordination meetings with client representatives, contractors, authorities, and stakeholders to resolve permitting and access challenges.
Support continuous improvement initiatives by optimizing permitting workflows, documentation standards, tracking systems, and communication processes.

Qualifications
Qualifications Experience:
- Bachelor`s Degree in Engineering, Business Administration, or related field.
- Minimum 4-7 years of experience in permitting, PRO activities, authority coordination, or regulatory compliance within telecom or infrastructure projects.
- Strong knowledge of local authority regulations, permitting procedures, municipality processes, and government approval requirements.
- Experience coordinating with municipalities, utility companies, and regulatory authorities within Syria is preferred.
- Excellent communication, negotiation, coordination, and stakeholder management skills.
Strong organizational and documentation management skills with high attention to detail and accuracy.
- Ability to manage multiple permit submissions simultaneously while working under tight deadlines and project schedules.
Proficiency in MS Office applications, Excel tracking systems, and client permitting portals.
- Experience within OSP/ISP telecom permitting environments is considered a strong advantage.
