Responsibilities
The TQM Manager is responsible for leading the implementation and institutionalization of SAMS’ Total Quality Management framework at facility level, ensuring integration of quality across governance, clinical care, and operations.
The role bridges:
Strategic direction (TQM vision, frameworks, committee guidance)
Operational execution (facility-level implementation)
The position ensures that quality is not only defined but actively practiced, measured, and improved across all supported facilities.
. Key Responsibilities
A. TQM System Implementation
Lead rollout of SAMS TQM framework in pilot facilities.
Ensure establishment and functionality of:
Quality governance structures
Facility quality committees
Defined quality processes and workflows
Translate strategic frameworks into practical, facility-level systems.
B. Governance & Structure Integration
Ensure integration of TQM into hospital governance structures.
Support activation and effectiveness of:
Quality Committees
Patient Safety & IPC Committees
C. Oversight of Facility Quality Teams
Provide technical supervision and mentorship to:
Facility Quality Officers
Facility Quality Committees
Ensure alignment between facilities and central TQM direction.
Build consistency across facilities while respecting operational realities.
D. Quality Assurance & Compliance
Lead implementation of:
Standardized assessments
Internal audits
Compliance reviews
Monitor adherence to:
Clinical standards
Operational SOPs
Ethical and patient safety standards
Identify gaps and ensure corrective actions are implemented.
E. Continuous Quality Improvement (CQI)
Lead and monitor Quality Improvement Plans (QIPs) across facilities.
Ensure application of structured improvement methodologies:
PDSA cycles
Root Cause Analysis (RCA)
Track progress from:
Gap identification → Action → Measurable improvement
Ensure continuous progress of Quality Improvement Plans (QIPs), preventing stagnation through structured follow-up, clear accountability, and measurable performance tracking.
F. Data, Indicators & Performance Management
Define and operationalize quality KPIs across facilities.
Ensure systems for:
Data collection
Validation
Analysis
Develop dashboards and performance reports.
Translate data into:
Decisions
Management actions
Strategic insights
Ensure that quality data is actively used to drive decisions and improvements, not only for reporting.
G. Capacity Building & Culture Development
Lead structured training programs on:
TQM principles
Quality tools
Patient safety
Build a culture of quality ownership across facilities.
Support leadership in adopting quality-driven management practices.
H. Coordination with TQM Committee (Council)
Serve as the operational arm of the TQM Committee.
Provide regular updates on:
Implementation progress
Challenges
System gaps
Support committee decisions with field-level data and insights.
I. Scaling & System Expansion
Document lessons learned from pilot phase.
Develop scalable models for expansion to additional facilities.
Support phased rollout strategy across SAMS network.
J. Reporting & Strategic Contribution
Provide regular reports to:
Syria Office
HSS & Sustainability Director
TQM Committee
Contribute to:
Strategic planning
Program design

Qualifications
Degree in Medicine, Public Health, Health Management, Business Administration or related field
Minimum 3–5 years in Healthcare Systems, Quality, Health Program Management or Hospital Management
Strong understanding of healthcare quality systems and governance
Strong ability to translate strategy into operational systems and practical implementation
High-potential candidates with strong learning ability and demonstrated leadership capacity may be considered.
Leadership and change management skills
Analytical and data-driven mindset
Ability to work across multiple stakeholders and levels
Strong communication and facilitation skills
