Job Purpose
The Sr. Procurement & Logistics Officer will lead the Procurement and Logistics function, providing both strategic direction and hands-on operational support to ensure efficient, compliant, and timely procurement and supply chain operations in line with Islamic Relief policies, procedures, and operational priorities.
The role focuses on strengthening procurement practices, ensuring value for money, supporting day-to-day operations, and maintaining strong coordination with internal teams and suppliers to support Islamic Relief program delivery.

Key Tasks and Responsibilities
1. Leadership, Operations & Planning
• Lead and manage day-to-day procurement and logistics operations.
• Ensure procurement activities are implemented efficiently and in line with Islamic Relief plans and priorities.
• Contribute to operational planning and ensure procurement supports program implementation.
• Supervise and support procurement staff, including coaching and task follow-up.
• Monitor procurement timelines and proactively address delays or bottlenecks.

2. Procurement Implementation & Oversight
• Manage and directly handle complex, high-value, and sensitive procurement processes in line with Islamic Relief procedures.
• Review procurement requests to ensure clear specifications, accurate budgets, and compliance.
• Ensure appropriate procurement methods are applied based on approved thresholds and Islamic Relief policies.
• Participate in Procurement and Management Committees (PC/MM) when required.
• Ensure all procurement documents are complete, accurate, and properly filed.

3. Compliance, Risk & Audit
• Ensure all procurement activities comply with Islamic Relief procurement policies, donor requirements, and local regulations.
• Verify that approvals, evaluations, and documentation follow required procedures.
• Identify procurement risks and implement mitigation measures.
• Support internal and external audits and follow up on audit findings.
• Ensure transparency, fairness, and value for money in all procurement processes.

4. Supplier & Contract Management
• Manage supplier registration, prequalification, and performance evaluation.
• Establish and maintain an updated supplier database.
• Develop and manage framework agreements by:
• Identifying frequently procured goods/services
• Supporting tendering and evaluation processes in line with Islamic Relief procedures
• Following up on supplier performance during agreement period
• Monitor contract implementation by:
• Tracking supplier delivery timelines and quality
• Verifying quantities and compliance with agreed specifications
• Ensuring adherence to contract terms, prices, and conditions
• Address supplier performance issues and escalate when necessary.
• Conduct market assessments to ensure competitiveness and availability.

5. Coordination, Reporting & Payments
• Coordinate closely with Programs and Finance to align procurement with Islamic Relief operational needs.
• Follow up with Finance to ensure timely processing of supplier payments.
• Prepare and review procurement reports for management as required.
• Track procurement performance (timeliness, compliance, value for money).
• Provide regular updates to line management on progress and risks.

6. Systems & Documentation
• Ensure proper use of procurement systems and tools adopted by Islamic Relief.
• Maintain accurate and complete procurement records (soft and hard copies).
• Ensure all procurement files are audit-ready at all times.
• Support improvements in procurement processes and documentation practices.

7. Capacity Building & Team Support
• Provide day-to-day guidance and on-the-job support to procurement staff.
• Strengthen team understanding of Islamic Relief procurement procedures and compliance requirements.
• Promote good practices and continuous improvement within the team.


Qualifications
Essential
• Bachelor’s degree in Procurement, Supply Chain, Business Administration, or related field.
• Minimum 6 years of relevant experience in procurement/logistics within NGO/INGO context.
• Strong knowledge of procurement policies, procedures, and compliance requirements.
• Proven experience in handling procurement processes and supplier management.
• Good command of English.
• Strong organizational, coordination, and problem-solving skills.

Desirable
• Experience in humanitarian or emergency contexts.
• Familiarity with ERP systems (AX, Unit4, or similar).
• Knowledge of local regulatory environment.
