Responsibilities
GENERAL DESCRIPTION

Under the direct supervision of the Medical Coordinator, the Medical Program Officer (MPO) is responsible for supporting the implementation, monitoring, and quality assurance of CDE's health programs in Syria. The position ensures that project activities are implemented according to approved workplans, Ministry of Health guidelines, donor requirements, humanitarian standards, and CDE technical protocol with a focus on nutrition and specialized services.

The MPO supports health facility-based and community-based interventions, including primary healthcare, child health and nutrition, specialized pediatric care, rehabilitation, emergency preparedness, and referral services. This role contributes to strengthening the quality of healthcare services, supporting capacity building activities, monitoring program performance, and ensuring timely technical reporting. The Medical Program Officer will interact with a group of French & Syrian experts.

The Medical Program Officer works closely with health facility staff, community health workers, local authorities, partners, and CDE technical and support teams to ensure effective implementation of project activities and achievement objectives; with a thematic focus on nutrition, IPC, NICU, PICU, referrals, pediatric cardiology and pediatric orthopedic services



MAIN RESPONSIBILITIES

Technical Program Implementation

Support the implementation of health project activities in accordance with project workplans and donor requirements, with a focus on pediatric and neonatal intensive care, nutrition, IPC, referrals, pediatric cardiac and pediatric orthopedic surgery.

Conduct regular field visits to hospitals, PHCs, and community activities to monitor implementation progress and quality of services.

Support the Medical Coordinator in ensuring compliance with national guidelines, clinical protocols, and humanitarian health standards.

Monitor the quality of health services provided through supported facilities.

Identify implementation challenges and propose corrective actions.

Support the integration of NICU, PICU, nutrition, pediatric care, rehabilitation, IPC, and other project components within supported facilities.

Ensure appropriate referral and counter-referral mechanisms are functioning effectively.



Quality Assurance and Technical Supervision

Conduct supportive supervision visits to project-supported facilities.

Monitor adherence to technical standards, treatment protocols, and infection prevention and control measures with a focus on pediatric and neonatal intensive care, nutrition, pediatric cardiac and pediatric orthopedic surgery

Support the development and implementation of quality improvement initiatives.

Participate in clinical audits, case reviews, and quality assessments in close collaboration with a pool of French and Syrian experts

Follow up on recommendations resulting from supervision visits and assessments.

Support facility teams in addressing identified service delivery gaps.



Capacity Building

Identify training needs among healthcare providers with regards to the thematic focus

Support the organization and delivery of a clear training calendar, technical trainings, workshops, mentoring, and on-the-job coaching in close collaboration with a pool of French & Syrian experts

Leads the development of training materials and technical tools in close collaboration with pools of experts

Monitor the effectiveness of capacity-building interventions and recommend improvements.

Support continuous professional development initiatives for health staff.



Monitoring, Evaluation, Accountability and Learning (MEAL)

Support routine monitoring of project indicators and targets with a focus on specific thematic areas (neonatology, nutrition, IPC, referrals, Pediatric cardiology and pediatric orthopedy)

Verify the quality, completeness, and accuracy of health data collected from supported facilities.

Conduct data review and analysis to identify trends, achievements, and challenges.

Support the preparation of monthly, quarterly, and donor reports.

Contribute to assessments, surveys, evaluations, and learning exercises.

Document lessons learned, success stories, and best practices.



Coordination and Representation

Maintain regular coordination with Ministry of Health counterparts and health facility management.

Participate in technical meetings and coordination forums as requested by the Medical Coordinator.

Support collaboration between hospitals, PHCs, community health workers, and referral facilities.

Coordinate closely with other CDE departments including MEAL, Logistics, Finance, HR, and Administration.

Support engagement with partners and stakeholders involved in project implementation.



Medical Supplies and Equipment

Monitor availability and utilization of essential medicines, medical supplies, and equipment.

Report shortages, technical issues, and operational challenges affecting service delivery.

Coordinate with logistics and biomedical teams regarding equipment installation, maintenance, and functionality.

Forecast and plan medical supplies that relate to thematic areas.



Reporting

Prepare regular technical field visit reports and supervision reports for defined thematic areas

Contribute to donor reports and project updates.

Ensure proper documentation and filing of programmatic records.

Provide timely updates to the Medical Coordinator on project progress, challenges, and recommendations.





Safeguarding, Protection and Compliance

Ensure implementation of activities in line with CDE policies and procedures.

Promote safeguarding, PSEAH, child protection, confidentiality, and accountability principles.

Mainstream protection, gender, disability inclusion, and Do No Harm approaches across project activities.

Ensure compliance with donor requirements and Ministry of Health regulations.



Emergency Response

Support emergency preparedness and response activities as required.

Participate in rapid assessments and emergency health interventions.

Contribute to contingency planning and emergency response mechanisms.

Any other tasks as requested by the Medical Coordinator.

Line and technical manager: Medical Coordinator.

Close collaboration with: Medical Team, Program manager, Program team, and Support Coordinators (FIN, HR, Admin, LOG & SEC)

Qualifications
PROFILE

Academic Background

Medical Doctor (MD) preferred, with a specialization or experience in pediatrics, pediatric intensive care or specialized pediatric surgery

Bachelor's degree in medicine, Public Health, Nursing, Pharmacy, Health Management, or a related health field required.

Master's degree in public health (MPH), Health Management, or related field is an asset.

Working Experience

Minimum 3–5 years of professional experience in health program implementation.

Experience working with NGOs and humanitarian health projects in Syria.

Experience in primary healthcare, hospital support, MNCHN, rehabilitation, or public health programming.

Experience in supervision, training, and quality improvement initiatives.

Experience working with institutional donors (ECHO, EU, AFD, CDCS, UN agencies) is an asset.

Specific Skills

Strong understanding of health systems and humanitarian health programming.

Knowledge of MNCHN, primary healthcare, infection prevention and control, and quality of care approaches.

Strong data analysis and reporting skills.

Excellent coordination and communication skills.

Ability to work independently and under pressure.

Strong organizational and problem-solving skills.

Proficiency in Microsoft Office applications.

Knowledge of Kobo, ODK, DHIS2, or other health information systems is an asset.



Languages

Fluent in Arabic and English (speaking, writing, reading).

La Chaîne de l’Espoir (CDE) is a French non-profit organization founded in 1994. Its mission is to ensure that every woman and child has access to the medical care they need, regardless of where they are born. Specialized in pediatric and cardiac surgery, CDE delivers surgical care to those who cannot access it locally, strengthens hospitals and trains medical teams in partner countries, and supports education and primary healthcare for women and children, in close partnership with local medical networks.



PROGRAM IN SYRIA

La Chaîne de l'Espoir has been present in the region since 2012, through operations in Lebanon, Jordan and Iraq. Following the February 2023 earthquake, CDE extended its support directly inside Syria through assistance to a hospital in Aleppo. In January 2025, CDE conducted two technical assessments in Syria, which informed the design of its current intervention in the country.



In 2026, CDE will start implementing its first in-country intervention, in the Damascus and Rural Damascus governorates. The project combines primary and secondary healthcare, specialized pediatric surgical care, integrated nutrition activities, and emergency preparedness.
