Responsibilities
Under the overall supervision of the Project Manager and in close coordination with the Engineering Technical Unit, the Clinical Engineer will be responsible for:
Medical Equipment & Clinical Systems
• Supporting the review of technical specifications, datasheets, and bills of quantities for medical equipment, diagnostic devices, imaging systems, laboratory equipment, patient monitoring systems, and other clinical technologies procured under the project.
• Assessing hospital and health facility needs related to medical equipment inventories, equipment readiness, technology lifecycle planning, and operational functionality from a clinical engineering perspective.
• Verifying equipment compliance with international technical standards, safety regulations, and manufacturer specifications throughout procurement, delivery, installation, and commissioning phases.
• Supporting the development of equipment acceptance testing protocols, installation verification procedures, and commissioning checklists for all medical technologies deployed.
• Participating in field visits to monitor the installation, testing, and commissioning of medical equipment and clinical systems, and verifying compliance with approved technical requirements.
• Providing technical input on medical gas systems, HVAC requirements for clinical areas (operating theatres, intensive care units, laboratories), and other facility systems that directly impact medical equipment performance and patient safety.
• Supporting the development of operation and maintenance (O&M) plans for medical equipment, including preventive maintenance schedules, spare parts inventories, and equipment lifecycle management strategies.
Quality Assurance & Technical Oversight
• Supporting quality assurance and quality control of medical equipment procurement, installation, and commissioning processes.
• Identifying technical risks related to medical equipment (e.g., equipment obsolescence, supply chain constraints, installation hazards, user training gaps) and recommending corrective actions.
• Reviewing technical handover documents, snag lists, completion certificates, and equipment warranties for all medical equipment and clinical systems.
Coordination & Reporting
• Assisting the Project Manager in coordinating with contractors, equipment suppliers, consultants, health facility representatives, and clinical end users on technical matters related to medical equipment and clinical systems.
• Contributing to the preparation of technical reports, site visit reports, progress updates, and issue logs with specific emphasis on medical equipment status and clinical system readiness.
• Supporting the establishment and follow-up of operation and maintenance requirements for rehabilitated facilities, with particular focus on medical equipment sustainability.
• Contributing to any other technical tasks assigned by the Project Manager related to the health infrastructure project.
4. Key Deliverables
The Clinical Engineer is expected to deliver, as applicable:
• Technical review notes on submitted equipment specifications, datasheets, and installation plans.
• Field visit reports and technical observations with specific focus on medical equipment installation, testing, and clinical system functionality.
• Equipment inventory and status trackers documenting procurement, delivery, installation, and commissioning progress for all medical technologies.

• Technical support notes for equipment handover, snagging, commissioning, and completion processes.
• Recommendations related to maintenance, operational readiness, and lifecycle management of medical equipment and clinical technologies.

Qualifications
Education
• Advanced university degree in Clinical Engineering, Biomedical Engineering, Medical Engineering, or a closely related technical field.
• A first level university degree in a relevant discipline with additional qualifying experience may be accepted in lieu of an advanced degree.
Experience
• Minimum 3 to 5 years of relevant professional experience in clinical engineering, biomedical engineering, or healthcare technology management within hospital or health facility settings.
• Experience in medical equipment procurement, installation, commissioning, and maintenance within health facility rehabilitation or new construction projects is required.
• Experience in field supervision, technical monitoring, or quality assurance of medical equipment and clinical systems is essential.
• Experience in health facility infrastructure rehabilitation or hospital systems setup is highly desirable.
• Experience working in development, humanitarian, or conflict affected settings is highly desirable.
• Familiarity with UNDP, UN agencies, WHO guidelines, or donor funded health projects is an advantage.
Skills
• Strong technical knowledge of medical devices, diagnostic equipment, imaging systems, laboratory technologies, patient monitoring systems, and clinical engineering standards.
• Knowledge of international medical equipment standards (e.g., IEC 60601, ISO 13485, WHO medical device guidelines) and regulatory requirements.
• Ability to review technical specifications, equipment datasheets, installation plans, and commissioning documentation.
• Understanding of health facility infrastructure requirements as they relate to medical equipment (power supply, medical gases, HVAC, medical vacuum, data networks).
