Responsibilities
Mission Description:
Under the supervision of the Regional Operations Security Coordinator, the National Operations Security Officer (CNSO) is a security professional responsible for ensuring the safety of personnel and assets of the Agency in a given country. He/she is part of Expertise France’s Operations Security Department (DSO) and report hierarchically to the Regional Operations Security Coordinator (CRSO) responsible for their country of employment. The CNSO is the primary security contact on the ground. They maintain and leverage their expert knowledge of local security issues to secure all Agency activities in their country (EF Office, projects, ETI), under the supervision of the CRSO.
Main Responsibilities:
•Security Monitoring and Environmental Awareness
o Conduct daily security monitoring
o Develop and maintain a security network
o Produce a weekly security report (CRH) for the Regional Security Coordination (CRSO)
o Identify, qualify, and report early warning signals
o Handle first-level alerts and escalate immediately if direct or indirect impact is confirmed
o Contribute to local risk and threat mapping
o Propose security posture adjustments based on context evolution
o Immediately alert the CRSO in case of deterioration
• Monitoring of Exposed Personnel and Activities :
o Maintain an up-to-date list of resident EF personnel and communicate it monthly to the CRSO
o Verify that all resident EF personnel have completed their Deployment & Recruitment Security Clearance sheet
o Track movements, travel, and field missions of EF staff
o Ensure compliance with security procedures
o Provide 24/7 monitoring of sensitive situations (depending on threat level)
o Verify mission readiness before departure (vehicle equipment, communication devices, etc.)
o Ensure local implementation of security instructions without interpreting their scope
o Conduct reconnaissance missions as required by the CRSO
• First-Level Safety Audits (Infrastructure) :
o Perform first-level safety audits of offices, residences, facilities, and hotels using professional tools
o Verify compliance with technical standards (access, perimeter, control, lighting)
o Monitor implementation of recommendations
o Contribute to in-depth audits conducted by headquarters or zonal coordinators
• Logistics Security :
o Verify security compliance of vehicles (condition, maintenance, mandatory equipment, minimum standards)
o Supervise drivers (security briefings, incident response)
o Maintain vehicle fleet records
• Security Equipment and Materials :
o Analyze local legal framework for possession or use of specific security equipment (ballistic protection, satellite equipment, etc.)
o Check existence and condition of security equipment (medical kits, radios, beacons)
o Maintain inventory of security materials and equipment
o Conduct mandatory tests and complete provided documentation
o Train staff on the use of security equipment
o Submit additional requests to the CRSO
• Communication Loops :
o Ensure proper security communication protocols
o Integrate new arrivals into appropriate communication loops
o Perform first-level monitoring of communication loops (acknowledgment/receipt)
o Escalate any issues to the zonal level
• Local Security Providers :
o Identify local providers capable of offering security support
o Verify and monitor contract execution by local security providers (especially guarding)
o Ensure quality of services provided (tests, reliability analysis, etc.)
• First-Level Mission Support :
o Support staff members in issuing their mission security clearance
o Support operations in setting up mission protocols
o Verify coherence of planned routes and arrangements
o Liaise with authorities and relevant security stakeholders when needed
o Propose adaptive measures if necessary
o Assist in completing mission authorization requests
o Complete a lessons-learned sheet for any mission outside usual scope
o Participate in high-risk missions as instructed by the CRSO
• Security Incident Management (excluding major crises) :
o Act as local focal point in case of incident
o Centralize initial information and produce or ensure production of a security event report
o Report any intentional or unintentional deviation from security measures
o Apply escalation procedures to the zonal level
o Ensure administrative and documentary follow-up of incidents
o Contribute to root cause analysis and implementation of corrective measures
• Crisis Management Support :
o Implement local decisions from the crisis unit
o Participate in crisis response activation and organizational reassurance
o Perform any security mission required by circumstances (vehicle operation, reconnaissance, etc.)
o Contribute to post-crisis lessons-learned process
• Training and Awareness (depending on profile maturity):
o Organize security briefings for incoming personnel
o Assist in logistical preparation for security training
o Relay instructions and materials from the DSO
o Promote security culture within supported operations
• Local Governance and Coordination :
o Maintain functional link with zonal level and country operational authority
o Participate in security coordination meetings
o Produce regular reports (weekly/monthly), including the security CRH
o Contribute to updating & developing local procedures (security plans, contingency plans, aso)
• Documentation, Traceability, and Compliance :
o Contribute to preparation for internal or external audits

•National security professional with successful experience as a security focal point for an organization
•Extensive experience in Syria
•Expert knowledge of the Syrian context, its security environment, its regulations
•Excellent relational and communication skills
•Strong analytical and synthesis skills
•Rigor and autonomy
•Proficiency in standard software (Microsoft Office)
•Fluency in Arabic and English is mandatory
•Knowledge in French is an asset
•Extensive experience in Syria
•Expert knowledge of the Syrian context, its security environment, its regulations
•Excellent relational and communication skills
•Strong analytical and synthesis skills
•Rigor and autonomy
