Responsibilities
Job Purpose

The Roads Project Manager is responsible for the end-to-end strategic planning, execution, and delivery of complex road, highway, and asphalt paving projects. This role ensures that all construction phases achieve rigid civil engineering compliance, strict adherence to budget constraints, milestone schedules, and high client satisfaction while proactively mitigating massive logistical, traffic management, geotechnical, and environmental risks.

Key Job Responsibilities

1. Strategic Project Planning & Execution Project Execution Plan (PEP): Author, establish, and dynamically update the comprehensive Project Execution Plan to align multi-kilometer linear site operations with corporate objectives and contractual timelines.
Schedule & Milestone Management: Oversee the development and maintenance of logic-linked baseline schedules (using Primavera P6 / MS Project). Monitor critical linear paths (e.g., earthworks, sub-base laying, asphalt courses, structures), identify float fluctuations, and execute acceleration plans when required.

2. Financial Governance & Cost Control Budgetary & Cash Flow Control: Manage the project budget, perform regular Earned Value Management (EVM) analysis, monitor variance (specifically targeting mass earthworks and bulk material costs), and maintain positive project cash flow. Commercial Management: Review and approve monthly client progress billings (Invoices based on volumetric quantities) in coordination with the consultant. Mitigate payment delays by ensuring compliance with contract conditions.
Variations & Claims: Identify, quantify, and negotiate Variation Orders and contractual claims related to unexpected ground conditions, utility unforeseen clashes, or scope changes to safeguard the company’s profit margins.

3. Resource Optimization & Workforce Alignment Manpower & Fleet Planning: Formulate strategic resource histograms to forecast engineering, technical, and operator requirements, specifically balancing specialized crew shifts (e.g., asphalt paving teams, structural concrete teams).Mobilization & Demobilization Strategy: Design and execute highly cost-efficient mobilization and demobilization schedules for specialized heavy machinery (e.g., excavators, graders, pavers, milling machines, rollers) to eliminate downtime, optimize fuel consumption, and reduce operational overhead.

4. Subcontractor & Cross-Departmental Interface Management
Subcontractor Governance: Prequalify, select, schedule, and evaluate the performance of specialized sub-contractors (e.g., piling, road marking, signage, street lighting) and vendors. Ensure absolute alignment with the main contract specifications.
Internal Synergy: Drive seamless cross-functional coordination with critical supporting corporate divisions including Contracts, Procurement (for bulk bitumen, aggregates, and steel), Logistics, HR, and Finance to streamline material delivery and resource flow.

5. External Stakeholder Management & Statutory Approvals Client & Consultant Relations: Act as the primary interface for the company. Cultivate strong relations with clients, PMC (Project Management Consultants), and strategic partners. Statutory & Government Clearances: Lead the end-to-end coordination with municipal authorities, traffic police departments, environmental boards, and utility providers to secure all necessary design approvals, complex Traffic Diversion Plans (TDPs), right-of-way permissions, and final project clearances.

6. Technical Leadership & Performance Evaluation Technical Quality Transfer: Ensure that all execution methodologies (Method Statements for road layers, structural works), Shop Drawings, and alignment profiles are deeply understood by the section engineers and site supervisors. Reporting Architecture: Review and critically analyze daily, weekly, and monthly production reports (linear meters paved, volumes excavated), financial tracking, and administrative reports to deploy immediate corrective actions. Team Empowerment: Provide mentorship, resolve cross-disciplinary engineering conflicts (e.g., structural vs. earthworks), and conduct formal performance reviews for all core team subordinates.

Health, Safety, Environment (HSE) & QA/QC Responsibilities Policy Enforcement: Guarantee the unconditional execution of the project’s Quality Assurance/Quality Control (QA/QC) (e.g., compaction tests, asphalt core testing, concrete slump tests) and Health, Safety, and Environment (HSE) management systems.
Traffic & Field Risk Management: Conduct proactive risk assessments concerning live traffic diversions, deep structural excavations, heavy lifts for bridge elements, and public safety interface management.
Leadership by Example: Champion site safety culture by strictly adhering to and enforcing the wear of Personal Protective Equipment (PPE) including safety helmets, steel-toe boots, high-visibility class 3 vests (essential for road work), and protective eyewear at all times.


Qualifications
• Bachelor degree in Engineering.
• Must have from 12 years of working experience.
• Minimum 4 years as a project manager.
• Certificate in Professional Project Management (PMP) as an advantage.
