Responsibilities
Security Risk Management & Context Analysis
• Lead ongoing security risk analysis for all supported operations in Syria.
• Monitor political, security, conflict, and operational developments relevant to programme implementation.
• Produce regular security updates, risk assessments, advisories, and recommendations for leadership and operational teams.
• Maintain risk analysis frameworks and security management tools.
• Conduct and regularly update security risk assessments for operational locations, movements, and implementation approaches.
Access & Operational Security Support
• Support safe programme implementation through access analysis and operational security planning.
• Advise programme and leadership teams on security implications of operational decisions.
• Support route planning, movement risk assessments, travel clearance processes, and field movement oversight.
• Develop practical mitigation measures to enable safe access while maintaining operational continuity.
• Liaise with relevant internal and external stakeholders on security-related operational matters, where appropriate.
Security Systems, Compliance & Incident Management
• Develop, maintain, and implement security policies, SOPs, contingency plans, communication trees, and incident management protocols.
• Ensure security procedures align with organisational standards, safeguarding principles, duty of care requirements, and operational realities.
• Monitor implementation of security compliance measures across all supported activities.
• Lead incident reporting, documentation, analysis, follow-up, and escalation processes.
• Coordinate responses to security incidents affecting staff, assets, operations, or implementation continuity.
• Ensure organised, secure, and compliant management of security-related documentation and reporting.
Crisis Preparedness, Duty of Care & Staff Safety
• Lead preparedness planning for emergency response, evacuation, relocation, and business continuity scenarios.
• Ensure implementation of staff safety, duty of care, and workplace security measures across all supported operations.
• Deliver security inductions, travel briefings, safety awareness sessions, and relevant security training for staff and operational teams.
• Ensure staff understand movement protocols, emergency procedures, incident reporting mechanisms, and organisational safety expectations.
• Promote a strong security-aware organisational culture and safe working practices.
Coordination & Overarching tasks
• Contribute to internal lessons-learned processes related to security incidents, access constraints, and operational risk management.
• Support organisational learning by identifying trends, operational risks, access challenges, and security developments emerging from implementation.
• Coordinate security-related communication between Syria programme teams, country leadership, HQ, and relevant stakeholders.
• Represent organization’s interests in relevant security coordination, access discussions, and operational risk management forums where required.
• Ensure compliance with internal and external security standards, organisational procedures, safeguarding principles, and duty of care requirements.
• Provide strategic recommendations to programme management based on context analysis and operational security developments.
• Support preparedness for donor visits, audits, compliance reviews, and high-risk operational engagements.
• Support broader organisational priorities, as agreed and in line with operational needs.
• Other ad hoc assignments that may arise.

Qualifications
Education:
• Degree in Security Management, International Relations, Risk Management, Political Science, Humanitarian Affairs, or related field.
Experience:
• Minimum 6 years of relevant professional experience in humanitarian safety, security, access, or operational risk management, including supervisory responsibilities where applicable.
• Strong experience in conflict-affected and complex operational environments.
• Experience advising operational leadership on risk management decisions.
