Responsibilities

Stakeholder Engagement and Networking
• Act as a focal point for Syrian civil society stakeholders, local networks, prospective partner organisations, and other relevant actors on stakeholder engagement, localisation, and partnership-related matters across all phases
• Develop, maintain, and strengthen relationships with local civil society organisations, networks, coordination structures, and relevant strategic stakeholders to promote localisation topics.
• Plan, organize and facilitate stakeholder workshops, sessions, events, and exchange formats to strengthen dialogue, transparency, and participation of localisation in Syria and promote the HLF.

Representation and Strategic Engagement
• Work closely with the HLF Syria team and the HQ team to ensure stakeholder insights and local perspectives are reflected in decision-making of the HLF funding instrument.
• Support external engagement and strategic positioning of the HLF as a locally led needs-based innovative funding instrument among Syrian civil society actors, institutional stakeholders, coordination actors, and other relevant partners.
• Represent the HLF in relevant meetings, coordination forums, workshops, and engagement platforms, partner-led events, in line with agreed representation protocols.
• Support donor-facing and broader external communication efforts through preparation of presentations, stakeholder briefings, and communication materials as required.
• Maintain stakeholder engagement records, contact lists, and other relevant coordination materials.

Grants Committee and Partner Coordination
• Responsible for organising and coordinating Grants Committee meetings in collaboration with the HLF Team and other relevant stakeholders.
• Responsible for the preparation of meeting agendas, governance briefing packages and the consolidation of grant review documentation and other decision-making materials, and supporting analysis for Grants Committee review well ahead of the Grants Committee
• Serve as the primary contact point for Grants Committee members regarding scheduling, governance processes, documentation, and follow-up.
• Coordinate drafting, review, finalisation, and archiving of meeting minutes, decision records, approvals, and governance documentation.
• Track governance decisions, approvals, action points, and follow-up actions to ensure timely implementation and accountability.
• Ensure grants governance processes are implemented in line with agreed HLF procedures, including HLF Steering Committee protocols and HLF accountability standards and takes the lead on gathering critical points for discussion with the Grants Committee based on programmatic updates.
• Responsible of the coordination with partner organisations during the due diligence process, including scheduling of meetings and follow-up
• Serves as key focal point in coordinating the dialogue phases with partners

Learning and Adaptive Programming Support
• Analyse stakeholder feedback, engagement trends, and consultation findings to support adaptive programme management and localisation strategy development.
• Identify emerging challenges, lessons learned, best practices, and potential exclusion dynamics related to stakeholder engagement, partner outreach, and local participation.
• Support internal reflection and synthesis of stakeholder input to inform programme design, implementation adjustments, and strategic development.
• Monitor stakeholder dynamics, ecosystem gaps, and contextual developments affecting local participation and HLF implementation.
• Contribute to internal reporting and documentation related to stakeholder engagement and consultation outcomes.
• Participate in partner visits, project visits, stakeholder missions, and business trips as required.


Qualifications
Education:
• Higher education, ideally in social sciences, international development, political science, humanitarian action, communications, project management, or a related field



Experience:
• At least 3–5 years of relevant professional experience in stakeholder engagement, partnership management, localisation, programme coordination, external relations, or related functions within humanitarian aid, development cooperation, or civil society programming.
• Demonstrated experience engaging and building effective working relationships with diverse stakeholders, including local civil society organisations, community-based actors, networks, coordination structures, and institutional counterparts, ideally has existing networks and experience in engaging in relevant discussions in Syria
• Experience in localisation programming, partnership approaches, civil society strengthening, or inclusive stakeholder engagement is highly desirable.
• Familiarity with donor-funded programming, locally led funding instruments, ideally including German and/or international institutional donors (e.g. AA, BMZ, EU, UN, FCDO, ECHO, or comparable actors).
• Experience conducting workshops, consultations, stakeholder dialogues, trainings, or multi-stakeholder engagement processes.

• Strong analytical skills, including the ability to assess stakeholder dynamics, identify barriers to participation, analyse risks and sensitivities, and synthesise qualitative information into actionable recommendations.
• Strong communication and interpersonal skills, with the ability to engage effectively and professionally with diverse internal and external stakeholders.
• Strong representation, facilitation, and relationship management skills, including the ability to build trust-based professional relationships while maintaining clarity around programme expectations and institutional requirements.
• Excellent organisational and coordination skills, with the ability to manage multiple priorities, maintain structured workflows, and work effectively under pressure.
• Ability to work independently with a high degree of initiative, professionalism, discretion, and sound judgement.
• Strong teamwork skills and ability to collaborate effectively across diverse, multicultural, and geographically dispersed teams.
• High level of integrity, diplomacy, cultural sensitivity, and commitment to inclusive and respectful engagement.
• Proficient in MS Office and other relevant digital collaboration and coordination tools
• Language skills: Fluency in English and Arabic (written and spoken) required. Additional relevant local language skills considered an asset.
• Willingness and availability to travel regularly, including within challenging operational contexts, subject to security conditions.





Specific Vacancy Requirements

The role also contributes to the visibility and positioning of the HLF as a locally led needs-based innovative funding instrument through engagement with Syrian civil society stakeholders, coordination actors and networks, institutional partners and donors, and other relevant external stakeholders.
