Responsibilities
Set-Up Phase
• Support the contextualisation and operational roll-out of HLF programme management processes, tools, and procedures within the Syria context.
• Assist in establishing portfolio tracking systems, programme monitoring tools, communication workflows, and implementation follow-up mechanisms.
• Support the preparation, organisation, and maintenance of programme documentation, records, and partner files.
• Coordinate partner onboarding processes and support orientation sessions on HLF operational requirements, governance structures, and grant management procedures.
• Facilitate communication and information sharing between partners and relevant HLF functions during programme start-up.
Programme Implementation & Partner Support
• Serve as the primary day-to-day operational focal point for funded local partner organisations throughout the grant lifecycle.
• Provide guidance and clarification to partners on programme management processes, reporting requirements, implementation procedures, and operational workflows within delegated authority.
• Escalate complex, sensitive, high-risk, or strategic issues to the Programme Manager as required.
• Support partner registration, due diligence, proposal development, and grant management processes in coordination with relevant internal functions.
• Track partner implementation progress, milestones, deliverables, and reporting deadlines across the portfolio.
• Conduct regular follow-up with partners to ensure timely submission of reports, documentation, and required information.
• Identify implementation bottlenecks, operational challenges, and emerging risks and bring them to the attention of the Programme Manager.
• Support programme monitoring activities, including partner meetings, project visits, and review processes.
• Maintain accurate programme records, trackers, databases, and grant documentation.
• Support the preparation of donor reports, programme reviews, audits, compliance checks, and internal reporting requirements.
Coordination, Learning & Communication
• Coordinate routine communication between local partner organisations, HLF Syria teams, governance bodies, and HQ stakeholders.
• Organise meetings, workshops, governance sessions, and partner coordination events, including logistical and administrative preparations.
• Prepare meeting agendas, minutes, action trackers, and follow-up documentation.
• Support the collection and analysis of programme information, implementation lessons, partner feedback, and operational insights.
• Contribute to lessons-learned exercises, programme reviews, and adaptive management processes.
• Assist in compiling programme updates, briefing materials, presentations, and internal reporting products.
• Support external representation and coordination activities when requested by the Programme Manager.
Programme Administration & Compliance Support
• Ensure programme files, partner records, and grant documentation are maintained in accordance with organisational requirements.
• Support compliance monitoring by tracking reporting obligations, documentation requirements, and programme management procedures.
• Assist in monitoring adherence to grant conditions, implementation timelines, and programme management standards.
• Support internal coordination with Finance, MEAL, Procurement, Capacity Sharing Coordination, and Stakeholder Engagement teams to ensure effective programme implementation.

Education:
• Higher education in International Development, Humanitarian Affairs, Programme Management, Political Science, Social Sciences, Public Administration, or a related field.
Experience:
• Minimum 3 years of relevant professional experience in programme support, grants management, partnership coordination, humanitarian or development programming, or related operational roles.
• Experience working with local partner organisations and partnership-based implementation approaches.
• Experience working in conflict-affected contexts is desirable.

Specific Vacancy Requirements
