Responsibilities
Job purpose:
The Procurement Coordinator is responsible for leading and managing all procurement operations for the Syria programme, ensuring timely, transparent, competitive and compliant procurement in line with GOAL’s Procurement Manual and donor requirements.

The role holds full operational ownership of procurement activities, supplier engagement, documentation quality, and team management. In parallel, the Procurement Coordinator works in technical coordination with the Supply Chain Advisor on strategic, system-level and capacity-building initiatives, including SOP updates, process improvements and system transitions. The role is expected to provide strategic oversight and operational leadership for high-value procurement, contributing to organisation-wide tender pipeline planning, spend-driven procurement strategies, and system-level improvements, while strengthening compliance, value for money, digitalisation and procurement team.

NOTE: This position may require travel to Saraqeb 2–3 days per week. A shuttle service between Aleppo and Saraqeb will be provided by GOAL.

Duties, objectives and competencies:
Procurement Management:
Ensure that all procurement procedures are effectively followed in compliance with the GOAL Procurement Manual and relevant donor requirements.
Lead and manage procurement staff, distributing tasks based on functional areas, monitoring performance and ensuring continuous on-the-job capacity development.
Monitor the progress of all procurement actions and proactively follow up on approvals to increase on-time completion of Purchase Requests and avoid delays in the system.
Review, verify and approve procurement documentation prepared by procurement staff prior to submission or award
Manage the set up and maintenance of all procurement filing, electronic and hardcopy, and ensure that files are complete, correct and include all relevant documentation to meet audit requirements.
Provide senior oversight of procurement data accuracy and visibility within the Order Tracking System (OTS) and relevant platforms, proactively monitoring lead times, identifying risks and delays, and coordinating mitigation actions with budget holders and key stakeholders.
Review and analyse procurement performance reports generated through the digital OTS to support achievement of strategic procurement objectives, including Value for Money, on-time delivery, and increased utilisation of Framework Agreements (FWAs).
Ensure timely and accurate submission of Payment Request Forms (PRFs) following delivery or service completion and coordinate monthly procurement forecasts and accrual inputs with the Finance team.

Market Engagement & Supplier Management
Organise and oversee regular local market surveys and ensure the Vendor Roster and supplier information are updated and effectively referenced during procurement processes.
Ensure that the Anti-Terror and Sanctions Checks (ATSC) file is complete and kept up to date, and ATSCs for suppliers are renewed as per GOAL policy.
Support supplier engagement in new operational areas where GOAL is expanding activities, ensuring fair and competitive sourcing.
Maintain cost and price reference data to support accurate budgeting and planning.

High-Value Procurement & Strategic Coordination
Manage the operational execution of high-value procurement processes in line with approved strategies and sequencing and work on high value tenders if assigned.
Coordinate operational inputs for high-value tender pipeline analysis led by the Supply Chain Advisor, including timelines, market readiness, risks and implementation constraints.
Use Spend Analysis and Consolidated Procurement Plans to identify opportunities for strategic procurement and implement projects to achieve efficiencies & value for money.
Ensure procurement execution aligns with agreed pipeline priorities and strategic decisions.
Work in close technical coordination with the Supply Chain Advisor by providing operational inputs (timelines, market readiness, risks and implementation feedback) to support advisor-led high-value tender pipeline analysis and strategy development.
Contribute to strategic and system-level procurement initiatives, including the review and update of SOPs, identification of process improvement opportunities, and support to system transitions and digitalisation efforts.
Support capacity-building initiatives by providing guidance and on-the-job support to procurement and programme staff on updated procedures, systems and compliance requirements.

Contract Management & Framework Agreements
Ensure that all contracts and Framework Agreements (FWAs) are accurately documented, tracked and monitored.
Coordinate closely with the Logistics Coordinator to ensure effective collaboration on contract implementation, quality assurance and supplier performance.
Ensure timely communication with relevant departments on contract establishment, extensions and closures.
Monitor and encourage the use of Framework Agreements to secure consistent value for money and streamlined procurement processes.

Planning, Programme Coordination & Grant Management
Ensure procurement is fully integrated into programme planning and budgeting processes.
Support Programme Coordinators in developing procurement plans and monitoring procurement expenditure against approved budgets.
Participate in Grant Management Meetings and provide regular procurement updates for each grant.

Reporting:
Prepare quarterly procurement reports for senior management.
Analyze country-level procurement data through established Power BI reports to measure progress against strategic goals and implement corrective actions to optimize performanceContribute to donors, HQ, and internal reports as required.
Support internal and external audits, compliance reviews and donor verifications, and ensure follow-up on agreed corrective actions.
Provide procurement inputs to donor proposals and programme design processes when required

Human Resource Management:
Line manages procurement staff in Syria and ensures structured onboarding, supervision and performance management.
Line manage Procurement Manager in Syria and provide technical guidance and support to Operations Manager in Jordan.
Provide induction briefings on procurement policies and procedures for new staff.
Coordinate with HR on recruitment, performance management, disciplinary processes and succession planning.
Support implementation of procurement contingency and succession plans to ensure continuity of operations.

Other Duties:
Any other relevant duties as directed by the Systems Director.

Qualifications
Requirements (essential):
Degree in Supply Chain, Logistic, Procurement, Economy, Engineering, Business Management, Accounting or similar areas
Minimum 5 years of relevant professional experience in areas such as procurement, logistics, or operations, including at least 3 years in procurement.
At least 3 years of relevant experience working in NGOs.
Minimum 2 years proven management experience, preferably as team or department head with at least 1 year in procurement.
Committed team player and ability to work within a multicultural team;
Ability to understand and implement organisational and donor policies;
Strong computer skills in Microsoft packages, including Excel, Word, and Outlook (particular emphasis on Excel);
Ability to manage and prioritise a varied workload in a in a dynamic work environment;
A flexible approach to work and willingness to take on extra duties, work additional hours as required;
Excellent attention to detail;
Excellent Skills in Reporting;
Trustworthy and honest;
Fluet in Arabic and English

Requirements (desired):
Previous work experience in procurement with an International Humanitarian NGO,
Previous experience using procurement digital systems (e.g. Oracle, ERP systems).
Previous experience of cross boarder support,
Basic technical knowledge in an area of Humanitarian procurement; (e.g. ICT, mechanics, construction, transport, Water, Sanitation and Hygiene (WASH), or other)
