Responsibilities
1. Technical Support and Program Quality
- Provide day-to-day technical support for protection and inclusion activities across the Syria program, including PSS, child protection, and inclusion activities.

- Support the adaptation and application of technical approaches, tools, activity guidance, and implementation materials in line with approved project documents and organizational standards.

- Contribute to context analysis, needs assessments, stakeholder mapping, and identification of emerging protection and inclusion needs and risks.

- Help ensure that protection interventions are age-appropriate, conflict-sensitive, inclusive, accountable, and aligned with safeguarding standards and humanitarian principles.

- Alert the Program Manager, Project Managers, and Program Coordination Officer to technical risks, implementation concerns, and opportunities for improvement.

2. Program Design, Planning and Implementation Support
- Support the technical preparation of protection activities across the portfolio, including child protection, psychosocial support, and inclusion-related interventions.

- Contribute to the development or adaptation of session plans, guidance notes, tools, implementation materials, checklists, and other technical resources needed for quality implementation.

- Review and provide comments on activity plans, implementation modalities, and technical schedules prepared within projects to support coherence, feasibility, and quality.

- Work closely with Project Managers to help ensure that protection and inclusion activities are implemented in line with approved proposals, workplans, and donor commitments.

- Respect and reinforce the agreed structure whereby operational tasking to field teams is channeled through the Program Coordination Officer and Field Coordinators.

3. Quality Follow-up and Field Support
- Conduct regular technical follow-up, field visits, spot checks, and coaching sessions to support implementation quality and consistency across locations.

- Identify technical gaps, implementation bottlenecks, quality concerns, and practical support needs affecting protection outcomes, and propose corrective actions.

- Provide technical guidance and practical follow-up support to program and field teams in coordination with Project Managers, the Program Coordination Officer, and Field Coordinators.

- Promote practical learning, reflection, adaptation, and quality improvement across protection and inclusion activities.

4. Child Protection, PSS and Inclusion Components
- Support the implementation and quality follow-up of child protection activities in line with child safeguarding principles, best interests of the child, confidentiality, and child-sensitive approaches.

- Support the implementation and quality follow-up of psychosocial support activities, including structured and non-structured PSS approaches where relevant and in line with approved methodologies, available technical guidance, and organizational standards.

- Support the integration and quality follow-up of inclusion activities so that project approaches are accessible, participatory, non-discriminatory, and responsive to the needs of children and adults with diverse vulnerabilities and capacities.

- Help ensure that inclusion considerations are reflected in targeting, outreach, communication materials, activity design, referrals, and feedback mechanisms.

- Flag protection and inclusion risks observed during implementation and propose safe, appropriate, and context-adapted mitigation measures.

5. Coordination with Program Structure, Sectors, and Field Line
- Collaborate closely with Project Managers on technical planning, deliverables, reporting inputs, and proposal content related to protection and inclusion.

- Coordinate functionally with the Program Coordination Officer, who is responsible for translating the consolidated programme plan into field execution and coordinating Field Coordinators.

- Provide technical inputs to the Program Coordination Officer for sequencing, feasibility, workload balancing, and field implementation arrangements.

- Coordinate with Field Coordinators through the agreed structure to support activity preparation, implementation quality, field problem-solving, and technical follow-up.

- Follow up with relevant sector coordination mechanisms, technical working groups, and protection-related forums, and ensure that sector guidance, standards, referral pathways, and key updates are shared with program teams and reflected in implementation.

- Avoid bypassing the agreed operational line for routine field tasking, while remaining available for field-level coaching, technical support, and quality follow-up in coordination with the Program Coordination Officer and relevant Project Managers.

6. MEAL, Data Provision, Reporting and Learning
- Work closely with MEAL to define and review protection and inclusion indicators, data collection tools, monitoring questions, and means of verification.

- Support the quality and consistency of protection-related monitoring frameworks and reporting requirements.

- Ensure timely and accurate provision of protection-related data, activity evidence, technical clarifications, and means of verification required for internal and donor reporting.

- Support MEAL in compiling, validating, interpreting, and presenting protection-related data for monitoring products, internal updates, donor reports, dashboards, and other reporting requirements.

- Review monitoring results, beneficiary feedback, accountability findings, and lessons learned related to protection and inclusion activities and use them to support quality improvement.

- Provide technical inputs to internal reports, donor reports, assessments, case studies, lessons learned documents, and other program documentation.

- Support Project Managers in ensuring that protection and inclusion activities are properly documented, evidenced, and reflected in program reporting.

7. Proposal Development and Program Growth
- Contribute technical inputs to concept notes, proposals, assessments, log frames, theories of change, budgets, and implementation arrangements for new and existing projects.

- Help ensure that proposals related to protection, child protection, PSS, and inclusion are evidence-based, realistic, and aligned with beneficiary needs and donor priorities.

- Support the identification of gaps, opportunities, and practical approaches that can strengthen the protection and inclusion portfolio.

- Contribute to technical donor discussions, proposal reviews, and program development processes when requested by the Program Manager or Country Director.

8. Capacity Strengthening and Team Support
- Identify technical capacity gaps among program and field staff working on protection and inclusion activities.

- Support the design and delivery of practical orientation, coaching, on-the-job support, refresher sessions, and technical capacity-strengthening initiatives.

- Support Field Coordinators, focal points, volunteers, and project teams to understand and apply technical standards, facilitation approaches, safeguarding requirements, and inclusion principles.

- Promote consistent technical understanding across different locations and projects through harmonized tools, messaging, and guidance.

9. Safeguarding, Risk Management and Representation

- Support the integration of safeguarding, PSEA, child protection principles, confidentiality, informed consent, ethical conduct, and accountability into all protection and inclusion activities.

- Identify technical, contextual, reputational, and safeguarding risks related to protection interventions and propose mitigation measures.

- Raise serious technical concerns, safeguarding risks, quality incidents, or implementation issues to the Program Manager through the appropriate line and coordinate closely with relevant departments as required.

- Represent Terre des hommes Italia in technical meetings, sector coordination forums, partner discussions, or working groups related to protection, child protection, PSS, or inclusion when delegated.

10. Final Responsibilities
- Undertake any other relevant tasks requested by the Program Manager and consistent with the role.

- Contribute to a working environment based on respect, integrity, accountability, collaboration, and adherence to Terre des hommes Italia policies and values.

- Act at all times in line with the agreed departmental structure, communication flow, and operational framework established for the Syria delegation.


Qualifications
- University degree in psychology, social work, sociology, education, humanitarian studies, or another relevant field.

- At least 2-4 years of relevant professional experience in protection programming, including experience with child protection, PSS, inclusion, or closely related areas.

- Good command of Arabic and working knowledge of English.


Specific Vacancy Requirements
- Demonstrated experience supporting implementation, quality follow-up, and reporting of protection-related activities.

- Good understanding of child protection principles, inclusion approaches, safeguarding, confidentiality, and humanitarian protection standards.

- Experience working with MEAL on indicators, data collection tools, reporting inputs, or protection-related evidence is an asset.

- Previous experience following up with sector coordination mechanisms, technical working groups, or referral pathways is an asset.

- Specialized training in PSS, child protection, case management, inclusion, or related fields is strongly preferred.

- Experience supporting or facilitating structured PSS activities is an advantage; however, where highly specialized PSS interventions are implemented, additional technical supervision or specialist support may be required.

- Strong coordination, organization, communication, and drafting skills.

- Ability to work collaboratively within a matrix structure and respect agreed reporting and communication lines.
