Responsibilities
• Lead and oversee all HR operations in Syria.
• Advise and support managers on recruitment, performance management and employee relations.
• Ensure compliance with Syrian labour law and ZOA policies.
• Promote staff wellbeing, engagement and a positive organisational culture.
• Support learning, development and workforce planning initiatives.
• Supervise the HR Assistant and contribute to the Country Management Team.
• Advise and support managers on recruitment, performance management and employee relations.
• Ensure compliance with Syrian labour law and ZOA policies.

Qualifications
Competencies, Knowledge & Experience
Education:
• Bachelor degree in HR, business administration or another relevant field.
Experience
• Minimum 5 years of progressive Human Resources experience.
• Experience in an HR management, HR Business Partner or senior HR role.
• Experience working in an INGO, international organization or similarly complex environment preferred.
• Strong knowledge of Syrian labour law and HR best practice.
• Demonstrated experience in recruitment, employee relations, performance management and learning and development.
• Experience supporting managers and building organizational capability and team effectiveness.
• Experience working with volunteers and partner organizations is an advantage.
Skills and behavioural competencies
• Strong knowledge of Human Resources management and Syrian labour law.
• Strong planning, organizational and prioritization skills.
• Ability to build effective working relationships and influence stakeholders at all levels.
• Ability to coach and support managers in people management practices.
• Strong communication, facilitation and interpersonal skills.
• Sound judgement, problem-solving and decision-making ability.
• High levels of integrity, confidentiality and professionalism.
• Results-oriented, proactive and solution-focused approach.
• Fluency in Arabic and English.
• Proficiency in Microsoft Office applications and HR information systems.
