Responsibilities
1. Objective
The Engineering Consultant will provide independent technical expertise to ensure that rehabilitation works are designed, procured, and implemented in accordance with National and stakeholders engineering standards, project requirements, donor regulations, and quality assurance procedures.
2. Scope of Work
The consultant will be responsible for the following tasks:
A. Technical Review and Validation
• Provide technical support through assessment and BoQ development process.
• Review and validate Bills of Quantities (BoQs) for rehabilitation works, including schools, WASH facilities, shelters, and other infrastructure.
• Review technical drawings, specifications, and cost estimates to ensure completeness, accuracy, and feasibility.
• Verify that designs comply with national engineering standards, accessibility requirements, and donor technical guidelines.
• Provide recommendations to improve design quality, cost efficiency, and implementation feasibility before tendering.
B. Procurement Technical Support
• Provide technical clarification during the procurement and tendering process whenever required.
• Review technical submissions received from bidders and provide recommendations regarding technical compliance.
• Support PLAN in evaluating engineering-related aspects of procurement documents.
C. Technical Supervision
• Conduct regular field visits to monitor rehabilitation activities.
• Ensure contractors and local partners implement works according to approved BoQs, specifications, drawings, and quality standards.
• Verify quantities executed before approving interim and final payment certificates.
• Identify technical issues and recommend corrective actions.
• Monitor compliance with occupational health and safety standards throughout implementation.
D. Quality Assurance
• Review construction materials and workmanship to ensure compliance with project specifications.
• Monitor implementation progress against the approved work plan.
• Ensure that all engineering works meet the required technical standards before handover.
E. Reporting
• Prepare site visit reports after each monitoring visit.
• Submit technical review reports on BoQs and engineering documents.
• Provide recommendations for variation orders, if required.
• Prepare a final technical completion report upon completion of the assignment.
3. Deliverables
The consultant shall provide:
• BoQ Review and Validation Report.
• Technical Review Report for drawings and specifications.
• Site supervision reports following each field visit.
• Technical recommendations and corrective action reports (when applicable).
• Verification of completed quantities for payment certification.
• Final Technical Completion Report.


Qualifications
• Bachelor's degree in Civil Engineering, Architecture Engineering, Mechanical Engineering, or Electrical Engineering.
• Minimum of 5 years of relevant professional experience in rehabilitation and construction projects.
• Demonstrated experience in reviewing BoQs, technical specifications, and engineering designs.
• Experience supervising rehabilitation works for schools, WASH facilities, shelters, or public infrastructure.
• Previous experience with humanitarian or development organizations is highly desirable.
• Good knowledge of donor-funded project requirements and quality standards.
• Proficiency in AutoCAD and Microsoft Office applications.
• Strong analytical, reporting, and communication skills.
• Good command of English is preferred.

To ensure the quality, accuracy, and cost-effectiveness of the engineering design and implementation, Plan International seeks to engage an experienced Engineering Consultant to review technical documents, validate Bills of Quantities (BoQs), and provide technical supervision throughout the implementation phase. The consultant will report directly to the Education and Child Protection Program Management Specialist and work closely with the Procurement Team, and field engineering staff of the local partners.
