Responsibilities
JOB SUMMARY
The Procurement Department Supervisor is responsible for supervising and coordinating procurement activities to ensure the timely, efficient, transparent, and cost-effective acquisition of goods, services, equipment, and other requirements of the organization.
The role oversees the day-to-day procurement workflow, coordinates procurement processes with relevant departments, follows up with suppliers, reviews procurement documentation, and ensures compliance with approved policies, procedures, specifications, and applicable requirements.
The position also supports management in procurement planning, supplier evaluation, contract follow-up, cost analysis, and continuous improvement of procurement processes.

KEY RESPONSIBILITIES
• Supervise and coordinate the day-to-day activities and workflow of the Procurement Department.
• Plan and coordinate procurement activities based on the organization’s operational requirements and approved procurement plans.
• Receive and review purchase requests and ensure that procurement requirements are properly defined and documented.
• Coordinate with requesting departments to clarify specifications, quantities, technical requirements, and delivery timelines.
• Manage procurement processes, including requests for quotations, bid invitations, evaluation, negotiation, and purchase recommendations, in accordance with approved procedures.
• Review quotations and commercial offers and ensure proper comparison and evaluation of suppliers.
• Coordinate with technical and requesting departments when evaluating technical specifications and technical aspects of offers.
• Supervise the preparation and review of purchase orders, contracts, and other procurement-related documents.
• Follow up with suppliers to ensure timely delivery of goods and services and compliance with agreed specifications, quantities, prices, and contractual terms.
• Maintain and update supplier records and support the evaluation and qualification of suppliers.
• Monitor supplier performance and address delivery, quality, pricing, or contractual issues when they arise.
• Coordinate with Finance, Warehouse, Administration, and other relevant departments throughout the procurement cycle.
• Ensure proper documentation and filing of procurement requests, quotations, evaluations, approvals, purchase orders, contracts, and related correspondence.
• Monitor procurement expenditures and support cost analysis and cost-saving initiatives.
• Ensure procurement activities are conducted with appropriate levels of transparency, fairness, confidentiality, and accountability.
• Identify procurement risks, delays, and operational issues and recommend appropriate corrective actions.
• Prepare periodic procurement reports, status updates, and management summaries.
• Support the development and improvement of procurement policies, procedures, templates, and internal controls.
• Ensure compliance with organizational procurement policies, approved authorities, applicable regulations, and established procedures.
• Supervise procurement staff, distribute tasks, monitor performance, and provide guidance and support to team members.
• Participate in procurement committees or evaluation processes when required.
• Perform other procurement and coordination duties assigned by management.


Qualifications
• Bachelor’s degree in Business Administration, Supply Chain Management, Economics, Finance, Accounting, or a related field.
• Minimum 5–7 years of progressively responsible experience in procurement, purchasing, supply chain, or a similar field.
• Previous experience in a supervisory or coordination role is preferred.
• Strong knowledge of procurement processes, supplier management, quotation analysis, purchasing procedures, and contract follow-up.
• Experience in institutional, commercial, governmental, or large-scale procurement is preferred.
• Good understanding of procurement controls, documentation, approvals, and segregation of duties.
• Strong negotiation, analytical, organizational, and problem-solving skills.
• Ability to evaluate commercial offers and identify cost, quality, delivery, and contractual considerations.
• Strong communication and coordination skills, with the ability to work effectively with multiple departments and external suppliers.
• Demonstrated ability to supervise staff, organize workloads, and manage multiple procurement processes simultaneously.
• Proficiency in Microsoft Office applications, particularly Excel and Word.

• Good command of English is preferred.
