Responsibilities
* Oversee the design and development of monitoring and evaluation plans for the association's projects, in addition to the association's operational plans.
* Develop specific performance indicators for the association's projects, prepare and review periodic technical reports (quantitative and qualitative) for international donors and stakeholders, ensuring their alignment with field reality and ensuring data disaggregation by sex, age, and disability.
* Manage and develop complaint and suggestion channels, ensuring the handling of sensitive cases with absolute confidentiality in accordance with humanitarian standards.
* Establish effective accountability mechanisms with documentation of follow-up procedures.
* Lead "Learning Sessions" with project managers and coordination and monitoring officers in branches to benefit from field challenges in designing the association's future projects.

Qualifications
Experience: No less than 5 years of experience in designing and managing monitoring and evaluation systems, preferably in internationally funded projects.
* Experience in effectively supervising and managing teams.
* Experience in data collection and analysis.
* Language: Fluency in English is required.

* Direct and distribute tasks among employees of the MEAL department at the main office and branches, and evaluate their annual performance.
* Identify training needs required to develop their skills and oversee the implementation of training plans.
* Submit necessary recommendations for modifying and approving data collection tools and forms before their dissemination to projects, to the Executive Director and Board of Directors.
* Submit necessary recommendations to the Executive Director and Board of Directors regarding the modification or suspension of any field activity proven to violate quality standards or donor standards.
* Coordinate with the Financial Manager to prepare financial tracking reports for the association's budget and submit them with proposals to the Executive Director and Board of Directors.
* Authority to extract necessary data from centers, branches, clinics, warehouses, and finance departments after obtaining the Executive Director's approval.
