Responsibilities
The EORE (Explosive Ordnance Risk Education) Coordinator leads the planning, coordination, technical development and quality assurance of HALO Syria’s EORE activities. The role ensures that EORE is needs-led and evidence-based, integrated with wider mine action operations, properly resourced, and delivered in accordance with HALO SOPs and national and international standards.
The Coordinator works closely with Operations Management staff to support EORE Teams and works closely with Survey, EOD, GIS/IM, support departments to deliver grant objectives, maintain technical standards and continuously improve EORE based on operational evidence, community needs and monitoring findings.
Key Duties and Responsibilities
1.Planning, Prioritisation and Coordination
-Plan and oversee weekly, monthly and project-level EORE activities, translating programme strategy, grant commitments, contamination data, community needs and access considerations into practical deployment and staffing plans.
-Analyse operational information with to identify priority locations and audiences, adjust activities as conditions change, and ensure EORE supports wider mine action priorities.
-Coordinate with other EORE providers, authorities, humanitarian actors and relevant coordination mechanisms to minimise duplication, identify gaps and promote complementary coverage.
-Act as HALO Syria’s principal EORE focal point, chair internal EORE coordination as required, and represent HALO at relevant external meetings and events.
-Work with other HALO operational teams (including Survey and EOD) to ensure that information captured by all teams is shared and used to support decision making and deployment planning.
2. EORE Delivery and Community Engagement
-Oversee high-quality EORE delivery using approved, inclusive and context-appropriate methodologies; deliver sessions directly when required for training, demonstration, specialist activities or temporary cover.
-Plan and quality assure Training of Trainers, workshops, campaigns and other capacity-building or public-awareness activities for HALO staff, communities, authorities and humanitarian partners.
-Oversee Community Liaison and engagement with local authorities and communities to support access, information exchange, acceptance and identification of at-risk groups.
-Assist Operations Management staff with supporting EORE teams and staff, setting clear responsibilities and standards, managing performance, and supporting recruitment and development.
-Assist with planning staffing and deployments in line with operational requirements.
-Forecast and oversee EORE equipment, material, transport and other resource requirements; coordinate procurement and logistics.
-Implement HALO safeguarding, conduct, protection and staff-welfare requirements within the EORE function and foster a respectful, inclusive and accountable working environment.
3. Technical Development, Training and Quality Management
-Lead the development, review and improvement of EORE SOPs (Standard Operating Procedures), TMPs (Training Management Plans), methods and materials in line with HALO requirements, field realities and relevant standards.
-Provide technical quality control of EORE materials and methodologies, including testing and coordination with design, media or production providers where required.
-Conduct field monitoring and internal Quality Management (QM) of teams, ToT activities and new or specialist approaches; support internal and external QM visits.
-Ensure non-conformities and improvement opportunities are recorded, corrected and incorporated into revised guidance, refresher training, lessons learned and programme development.
-Identify skills gaps and organise induction, mentoring, refresher training and other capacity-development activities for EORE staff.
4. Information Management, Reporting and Programme Development
-Ensure EORE activity, Community Liaison and referral data are recorded accurately and in a timely fashion in HALO information-management systems
-Monitor progress against project indicators and targets, identify risks to delivery, and recommend corrective or alternative plans.
-Provide inputs to proposals, operational updates and incident reporting as required.
-Work with HALO’s Syria and global teams to ensure high-quality Monitoring, Evaluation, Accountability and Learning (MEAL) systems are in place.
5. Other Responsibilities
-Maintain sound knowledge of HALO EORE SOPs, relevant organisational policies, mine action standards, information-management requirements and workplace safety procedures.
-Provide technical EORE advice and formal correspondence as required, participate in professional development, and undertake other reasonable duties consistent with the role.

-Minimum 3 years of relevant experience in humanitarian mine action, community-based programming, education, programme operations or project management; EORE coordination or management experience is strongly preferred.
-Practical knowledge of EORE principles and methodologies, including familiarity with IMAS 12.10 and relevant national requirements.
-Demonstrated experience in operational planning, team coordination, supervision and performance management.
-Experience developing or reviewing SOPs, technical guidance, training curricula, methodologies or EORE/community-engagement materials.
-Strong training, mentoring, facilitation, public-speaking and stakeholder-engagement skills, including experience working with varied age and audience groups.
-Experience contributing to donor reporting, proposals, budgeting, monitoring frameworks or quality-management systems is desirable.
-Advanced Microsoft Office skills and practical experience with information-management systems.
-Ability and willingness to travel regularly within Syria and work in field locations.
Education
-Relevant education or equivalent professional qualification is desirable; substantial relevant professional experience may be considered in lieu.
