Responsibilities
Under the direct supervision of the Project Manager, the Project Assistant shall:
• Document control and filing. Maintain complete files for studies, designs, BoQs, procurement/contracts, ESMF/ESMP and GRM records, inspections, commissioning, water-quality records, O&M plans, invoices, assets and handover packages.
• Planning and tracking. Support work plans, procurement/HR trackers, mission calendars and dashboards. Track TPP, consultant, contractor and project actions across wastewater, sewage and irrigation workstreams and flag delays.
• Meetings and correspondence. Organize Project Board, technical, donor and inter-agency meetings; prepare invitations, agendas and minutes; maintain action/correspondence logs with UN-Habitat, FAO, MoLAE, local authorities and contractors.
• Logistics and missions. Arrange field missions, security clearances, workshops, consultations, translation/interpretation and visibility materials; coordinate Country Office-field follow-up.
• Monitoring and reporting support. Compile physical, financial, procurement, safeguard and donor inputs; maintain risk/results trackers; consolidate data on works, treatment performance, water-quality checks, beneficiaries and O&M/training.
• Safeguards and feedback. Maintain safeguard/GRM documentation, support consultations, track corrective actions and escalate sensitive complaints or environmental/social issues.
• Assets, O&M and closure. Support asset registers, commissioning/handover checklists, O&M/training records and Quantum documentation; assist operational/financial closure and file handover.
• Other related tasks assigned by the Project Manager in support of UNDP Syria’s climate-adaptation and water-resilience work.

Week 1-2 of the contract
Work plan agreed with the supervisor (PEF Part II), based on Section 4.
Monthly, by the 5th of the following month
Short written progress note: work done, issues/risks, and look-ahead. Supports continued monthly payment.
Mid-contract and before each renewal
TPP Performance Evaluation Form completed by the supervisor; renewal only if services are still needed.
End of contract
Final PEF and handover of files, records and unfinished actions to the Project Manager.

Qualifications
a. Education
• Bachelor’s degree in business/public administration, project management, environmental sciences, agriculture, water/civil engineering, social sciences or a related field is required. A technical diploma with two additional years of relevant experience may be considered in lieu of a bachelor’s degree.
b. Experience
• Minimum three (3) years with a bachelor’s degree, or two (2) years with a master’s degree, of project, administrative or operations support. Demonstrated experience in document control, meetings and multi-workstream tracking. Experience with climate adaptation, water/environment, rural development, infrastructure, UN or donor-funded projects is a strong asset.
• Skills. Advanced MS Office (Word, Excel, PowerPoint); ability to maintain clean trackers and filing systems. Strong organization, attention to detail and discretion. Ability to draft minutes, action logs and routine correspondence in English and Arabic.
• Assets. Familiarity with UNDP procedures, Quantum or comparable ERP, donor reporting, climate/water terminology, environmental and social safeguards, GRM processes or inter-agency UN projects. Bilingual document management and basic translation experience.

• Fluency in Arabic (spoken and written) is required. Fluency in English (spoken and written) is required.
