Responsibilities
The Facilities Officer will be based in Idleb, will ensure the effective acquisition, management, maintenance, and repair of HALO facilities including offices, guesthouses, hostels, workshops, warehouses and training fields across HALO offices. The Facilities Officer will be responsible for the assignment and completion of repair requests, including oversight of the facilities management teams in sub-bases. This position reports directly to the Senior Logistics Officer as the first reporting line manager and to the Head of Support as the second line manager.
Facilities:
Oversee the day-to-day management of HALO offices, plan seasonal and scheduled works and repairs, respond to urgent maintenance requests, and report any persistent or major issues for further follow up;

Guesthouses:
Oversee day-to-day management of guesthouses, ensuring utilities are functional, clean and safe, and respond to maintenance requests in a timely manner;

New Premises:
Serve as the lead for identifying new facilities and accommodation, working with HALO’s operations, procurement and logistics teams, landlords, and other stakeholders. Project manage the acquisition or construction of new premises and HALO’s move into them, with support from the Senior Logistics Officer and Head of Support Services.

Equipment:
Ensure HALO facilities teams (Support staff) have the tools and resources necessary to complete their assigned work tasks and submit procurement requests when needed;

Assets:
Ensure the scheduled maintenance of generators, solar, internet, security and fire safety equipment, and any other installed equipment is conducted in a timely manner

Maintenance and Repairs:
Monitor and liaise with the logistics team to ensure that scheduled and ad hoc maintenance and repairs are undertaken in a timely manner and to a high standard. Where maintenance or repairs cannot be effected in-house, request and identify sub-contracting services in cooperation with the procurement department.

Safety:
Ensure all relevant safety measures at HALO premises are compliant with legislation, fit for purpose, and correctly maintained.

Security:
Work with the security focal person to oversee the general security of HALO Syria premises, including management of guards and security sub-contractors, as well as making recommendations for the installation of security infrastructure such as cameras, gates, and other measures.

Strategy:
As and when requested, engage with members of the senior management team and assist in the planning and implementation of HALO Syria operational strategy. This may include participating in assessment visits to remote areas, making recommendations on security and infrastructure improvements, or providing estimates for proposed facilities improvements and repairs.

Reporting:
Maintain and submit maintenance log monthly to the Senior Logistics Officer

Communication

Works closely with HALO’s Operations team to understand and respond to operational needs, and with Logistics, Procurement, and Finance teams to ensure those needs are met.

Liaises with external stakeholders including landlords and local authorities.

Works to influence others to accept the job function’s view/practices and agree/accept new concepts, practices, and approaches.

General Property Hygiene:
Ensure that HALO premises are regularly cleaned- both office and accommodation and that all HALO accommodation stores and supplies records are maintained in good order.

Accommodation:
Plan and ensure that accommodation for new visitors is arranged ahead of visit and all necessary accommodation requirements are provided.

Other:
Any other tasks as assigned by the Senior Logistics officer and or Head of Support.

Qualifications
Completion of secondary education (required); Post secondary education (Degree or Diploma) in business management, Supply chain, engineering or related fields preferred.

Five years or more of experience working in facilities management or a related field;

Technical and mechanical skills and experience, including in general maintenance and repairs;

Working knowledge of building and equipment maintenance, including generators, electrical, and plumbing systems;

Previous experience working within an international NGO (preferred);

Excellent written and spoken Arabic;

Written and spoken English is a requirement

Attention to detail, with ability to organise and prioritise busy and changing workload;

Excellent communication and problem-solving skills;

Good ICT skills and familiarity with Microsoft Office tools;

Solid work ethic with the ability to work productively under pressure;

Autonomous self-starter capable of working independently or as part of a team;

Adaptable and flexible with the ability to prioritise competing tasks;

Commitment to HALO Trust principles.
