Responsibilities
• Support implementing partner due diligence, capacity assessments and risk reviews.
• Conduct monitoring visits to partner offices and project sites and document findings.
• Review partner proposals, budgets and supporting documentation.
• Maintain partnership agreements, files and reporting schedules.
• Support partner capacity building activities.
• Review partner financial reports, supporting documentations and eligibility of expenditures.
• Prepare financial spot-check reports and follow up on recommendations.
• Monitor budget utilization and implementation progress.
• Maintain compliance dashboards, databases and reports.
• Coordinate with programmatic and support units and perform other assigned duties.


Qualifications
Education
• Bachelor's degree in Business Administration, Finance, Accounting, or a related field from an accredited academic institution with three years of relevant professional experience; or
• High school diploma with six years of relevant professional experience
Experience
• Proven experience working with implementing partners (IPs), NGOs, INGOs, UN agencies, or donor-funded programmes, including financial and compliance oversight of partnership agreements.
• Demonstrated experience reviewing implementing partner financial reports and supporting documentation to assess completeness, accuracy, eligibility of expenditures, and compliance with donor and IOM requirements.
• Proven experience conducting financial spot checks, partner monitoring visits, compliance reviews, and documenting findings through verification, monitoring, or compliance reports.
• Experience tracking and following up on audit, monitoring, and compliance recommendations and supporting the implementation of corrective action plans.
• Experience coordinating internal and external audits, including preparation of documentation, responses to audit observations, and follow-up on audit recommendations.
• Experience reviewing partner procurement documentation and assessing compliance with procurement policies, procedures, and internal controls.
• Experience in compliance, risk management, accounting, audit, and IP management.
• Experience working with ERP systems and electronic document management systems is an advantage.
• Experience working in humanitarian or development programmes is desirable.


Specific Vacancy Requirements
• Advanced Microsoft Excel skills, including Pivot Tables, Pivot Charts, VLOOKUP functions, conditional formatting, dashboards, data validation and reconciliations.
• Strong analytical and quantitative skills with the ability to analyze large datasets and identify trends, anomalies, risks, and compliance issues.
• Ability to prepare financial verification reports, compliance assessment reports, monitoring reports, and management summaries.
• Strong organizational skills and attention to detail.
• Excellent communication, coordination, and stakeholder engagement skills.
• Ability to work independently, prioritize competing tasks, and meet deadlines.
• Proficiency in Microsoft Word, PowerPoint, Outlook, and SharePoint.

• Fluency in Arabic and English are required.
