Responsibilities
● Conduct regular field visits to monitor progress of water station, network, and storage tank rehabilitation works against approved BoQs and technical specifications.
● Support Site Engineers in verifying quality of completed works and flagging technical deviations or delays.
● Contribute to technical assessments and updates of Bills of Quantities (BoQs) based on field findings.
● Prepare and submit weekly progress reports for all ongoing works, along with monthly summary reports and final project completion reports in coordination with the WASH Coordinator.
● Ensure thorough documentation of all project-related files, including before-and-after photographs for all activities, to verify completion and support visibility/monitoring requirements.
● Maintain an organized and up-to-date project filing system (both hard and soft copies) covering technical documents, BoQs, contracts, site diaries, and handover certificates.
● Coordinate with the logistics/procurement department to ensure timely delivery of materials, tools, and spare parts to project sites, avoiding delays in implementation.
● Identify and document project risks, challenges, and mitigation measures on a regular basis, and escalate critical issues to the WASH Coordinator promptly.
● Support the WASH Coordinator in tracking project expenditure against the budget, and report any deviations or expected overruns.
● Community Engagement & WASH Governance:
● Support the organization and facilitation of community engagement and consultation meetings, ensuring meaningful participation of women, older people, and persons with disabilities.
● Support the establishment, training, and ongoing functioning of Community WASH Committees, and coordinate with community mobilizers conducting awareness sessions.
● Serve as a field-level focal point for the project's Feedback and Complaints Response Mechanism (FCRM), ensuring community concerns are logged and referred appropriately.
● Coordination & Capacity Building Support:
● Coordinate with local water authorities, contractors, and the Directorate/Water Establishment on day-to-day implementation matters.
● Support the organization of operation and maintenance (O&M) training sessions and the distribution of tools and spare parts to local water authority staff.
● Assist in coordination related to cost-recovery strengthening activities (tariff/fee collection) with the local water authority.
● Data Management & Reporting:
● Prepare and submit regular technical and Engineering Monitoring Reports (EMR), and support Environmental & Social safeguards screening at field sites.
● Document beneficiary data (disaggregated by sex, age, and disability) and community feedback using KoBo Toolbox or standard project tools.
● Submit concise weekly/monthly field monitoring reports to the WASH Coordinator.
● Ensure that all field activities comply with safety and security protocols, and report any security incidents or concerns affecting project implementation.

Qualifications
Bachelor's degree in Civil/Environmental Engineering, or a related field; a diploma with equivalent relevant experience may be considered.
