Responsibilities
Objective 1: Collect and disseminate the security and context evolution information.
-Create and maintain a network of contacts (INGOs and NNGO’s, Embassies, Civil Society, etc.)
-Follow up the national and local media.
-Keep an incident data base.
-Create and maintain a mapping representation system of the security and context evolution information.
-Prepare reports including major context update and security developments.
-Identify, investigate, or resolve security breaches.
-Assist to the regular and ad hoc meetings related to security (UNDSS, OCHA…) at base level.
-Organize and conduct security meetings with relevant actors in the intervention area.
-Update the base team and HAASO with the most relevant security related information in Northern Syria.
-Prepare a weekly, monthly and year security report related to the evolution of context and incidents at base level.
-Prepare and disseminate the relevant security alerts and warnings in coordination with HAASO & UNDSS.
-Conduct an urgent and regular headcount as part of the Warden System.
Objective 2: Promote and Implement Action Against Hunger Operational Humanitarian Access and Acceptance Strategy.
-Follow up area-level access and acceptance strategies in collaboration with Action Against Hunger teams.
-Ensure access and acceptance related analysis, plans, issues, and incidents are conducted and documented in coordination with HAASO.
-Share cross-context learning with base colleagues across the organization and contribute to a community of practice and culture of learning for humanitarian access.
Objective 3: Evaluate, mitigate and follow up the security related risks.
-Conducting a regular Security Risk Assessments of field activities and analysis of the security situation in locations where ACF is or intends to operate to enable appropriate security responses about the safety and security of staff.
-Monitor and evaluate on a regular basis the security risks within the base.
-Evaluate and report the risks of the locations where ACF – Spain is working (included premises and programs).
-Take the necessary measures for the reduction of the exposure to the threats (protection).
-Take the necessary measures for the reduction of the impact.
-Take the necessary measures for the reduction of the threats (acceptance).
-Support the base team for the identification of the relevant actors important for the security management in the areas of work.
-Validate staff field movement from security point of view at base level. Work closely with the other departments on monthly and weekly planning of staff movement and travel to the field and within governorates.
-In case of incidents, prepare or support the preparation of incident reports.
-Conduct physical examinations of property to ensure compliance with security policies and regulations.
-Escort Field missions and accompany the team when required.
Objective 4: Train and sensitize the team on security issues
-Coordinate with HAASO to conduct security related trainings according to the base team responsibilities, keeping particularly in mind the acceptance strategy.
-Ensure all drivers are aware of the relevant aspects of the security management plan (e.g. car tracking system etc.) with regards movements and driving. Ensure driver briefings are conducted with specific regards to safety and security for all new drivers, and refresher sessions for all drivers at regular intervals or following a security incident in coordination with log.
-Provide safety/security briefing to the area team and new the area team, newcomers, and visitors.
-Increase the awareness of ERWs supported by HAASO
-Brief and debrief the field team on security related issues
Objective 5: Implementation update and constant follow up of the security management tools.
-Support log department to maintain regular check and vehicles inspection
-Assure the constant monitoring and follow up of the security plan.
-Make sure the security plan is known by all staff in accordance with their profile.
-Make sure the plan is always updated and validated (duty of care).
-Order security-related supplies and equipment as needed.
-Assist in emergency management and contingency planning.
-Patrol and maintain security of the office premises including the experiences grounds of the building and report any irregular matters in daily basis.
-Ensure that the hibernation kit is regularly maintained at base level.
-Ensure that building and out-building alarms are functional.
-Ensure that issued security equipment (fire extinguishers, first aid kits) are always functional

Qualifications
-Bachelor’s degree with more years of relevant experience to the position.
-International Humanitarian Law, Security management, Operations, Risk Analytical Thinking, Duty of Care, First Aid, ERWs.
-2 years, work in humanitarian field. At least 3 years of security and operations experience in conflict environment. First Aid experience is desirable. ERWs and risk education is desirable. Verbal and written communication skills. Professional personal presentation. Information management & Attention to detail. Initiative, Reliability, Stress tolerance.
-At least an upper intermediate level of English and Arabic are compulsory
-Based in Aleppo with the possibility to travel within and outside of Syria.

Salary and Benefits
Contract period: until 31 December 2026, renewable depending on funding availability and performance.
