Responsibilities
Main duties and tasks:
Representation and External Relations:
• Initiate, manage, and enhance strategic relationships with local authorities, stakeholders, and local partners.
• Represent the organization amongst international organizations and national NGOs when required at area level.
• Ensure active participation and representation in sub-national coordination meetings, clusters, sectors and any other relevant initiatives at local level.
• Supporting the Head of Program in meetings with Donors.
Program Implementation:
• Proactively oversee and facilitate the overall planning, implementation, and monitoring of projects' activities at sub-national level.
• Facilitate the implementation of Procurement and Logistic's Department activities at sub-national level in full compliance with organizational policies and responsibility matrix.
• Support in the identification and elaboration of new project proposals.
• Lead the program team in the identification and selection of areas of implementations, needs of the population, sectors of intervention, in coordination with local authorities, stakeholders, and other humanitarian agencies.
• Identification and monitoring of emerging needs.
HR Management and Supervision:
• Ensure the overall quality coordination, and support problem solving and conflict resolution among the different departments and team members at sub-national level.
• Identify human resources related gaps and challenges and propose solutions to the responsible management.
• Support the recruitment process of national staff when required.
• Ensure that all WWGVC policies, SoPs, LOM, Code of Conduct and administrative and operational rules are respected by staff.
• Ensure that the field team comply with working hours, annual leaves, and overall presence at the office in line with the LOM.
• Support in monitoring and controlling the overtime of the field teams in coordination with the relevant management.
• Ensure the Complaint and Feedback Mechanism (CFM) is correctly in place and mainstreamed at the office and during the implementation of activities, in cooperation with the MEAL team, and in line with WWGVC SoPs.
• Ensure a positive working environment, good team dynamics, and promoting resolution of potential conflicts.
• Identify bottlenecks or problems at the field level, report them and advance possible solutions.
Coordination and Reporting:
• Conduct weekly coordination meetings with the field team and share minutes of meetings.
• Ensure regular communication with the Country Management Team on any relevant matters concerning office operations and programs’ implementation.
• Ensure coordination and cooperation among departments at field level and in the relationship with Damascus office.
• Report periodically and according to agreed schedule to the Country Management Team.
• Ensure the active representation and participation of the organization at different external coordination working groups at subnational level.
• Contribute to regular internal and external reporting as requested.
Safety and Security:
• In cooperation with the Country Representative and the Security Department, monitor the local security situation and act as Security Focal point at sub-national level.
• Conduct security assessments when needed/required.
• Attend UNDSS coordination meetings and any other security working groups at governorate level.
• Provide security briefings for staff, expats or nationals, coming from other governorates, in cooperation with the Security Department.
• Support the Security Department in updating the security SoPs in the areas of intervention.
• Ensure that security procedures and protocols are respected by the whole staff.
Others:
• Perform any other tasks assigned by the supervisor as required and related to the nature of work.


Qualifications
REQUIRED QUALIFICATIONS & COMPETENCIES:

• Education: Bachelor’s degree from an accredited institution in International Relations, Development Studies, Social Sciences, Business Administration, Project Management, Civil Engineering, or a related field.
• Experience: Minimum 5 to 7 years of relevant professional experience in humanitarian or early recovery programming, with at least 3 years in a management/supervisory role (such as Area Manager, Base Manager, or Senior Field Coordinator) in complex or volatile operational contexts.
• Languages: Full professional proficiency in written and spoken Arabic and English (ability to draft formal reports, participate in high-level meetings, and conduct technical communications in both languages).
• Technical Skills: Proven expertise in humanitarian project cycle management (PCM), budget monitoring, procurement & logistics compliance, multi-sectoral needs assessments, and field team leadership.
• Strong understanding of humanitarian principles, Do No Harm, and Accountability to Affected Populations (AAP).
• IT Skills: High proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook, Teams) and experience using cloud-based data management and reporting tools.
• Personal Qualities & Soft Skills: Strong leadership, negotiation, and diplomacy skills; excellent conflict resolution and problem-solving abilities; resilience under pressure; high integrity and cultural sensitivity; strong communication and inter-personal skills.
DESIRABLE QUALIFICATIONS & COMPETENCIES:
• Education: Master’s degree or Advanced Post-Graduate Diploma in Humanitarian Action, International Development, Conflict Resolution, Public Administration, or Project Management.
• Experience: Prior experience working with international NGOs (INGOs) or UN agencies specifically in Syria (particularly in Deir ez-Zor or Eastern Syria) or similar complex crisis settings in the Middle East.
• Experience managing multi-donor projects (e.g., ECHO, AICS, UN OCHA/SHF, USAID/BHA).
• Languages: Working knowledge of additional local dialects or regional languages.
• Technical Skills: In-depth understanding of UNDSS security frameworks, local government approval procedures (Ministry/Governorate clearance protocols), and technical knowledge in key sectors (WASH, Protection, Education, or Livelihoods).
• IT Skills: Familiarity with GIS tools (ArcGIS/QGIS), mobile data collection platforms (Kobo Toolbox, ODK), or enterprise ERP software.
• Personal Qualities & Soft Skills: Proven ability to build consensus across multi-cultural and multi-
disciplinary teams; flexibility and adaptability in rapidly changing conflict dynamics.
