Responsibilities
- Maintain accurate and complete project accounting records, ensuring that all financial transactions are properly documented, coded and recorded against the appropriate budget lines and funding sources.
- Monitor project budgets and expenditures against approved plans, identify variances or potential overspending, and provide timely financial information and recommendations to project management.
- Review payment requests, invoices, supporting documents and other financial transactions to ensure accuracy, eligibility, completeness and compliance with established procedures.
- Prepare and maintain cash books, financial records, reconciliations and supporting schedules, including regular bank and cash reconciliations.
- Support the preparation of accurate and timely project financial reports, expenditure reports, budget-versus-actual analysis and donor financial reporting.
- Coordinate closely with the Project Manager, Finance, Procurement and Administration teams to ensure that financial transactions are properly authorized, documented and aligned with project activities.
- Monitor project advances, settlements and outstanding financial documents, following up on discrepancies and ensuring timely liquidation and reconciliation.
- Maintain an effective audit trail and organized financial documentation, ensuring that project records are readily available for internal and external audits, donor reviews and financial verification.
- Support financial monitoring of project activities and provide financial inputs during project planning, procurement, implementation, reporting and close-out.
- Ensure compliance with HAND financial procedures, donor requirements, applicable accounting standards and internal controls, and promptly raise financial risks or irregularities to the appropriate supervisor.

Qualifications
- Bachelor's degree in Accounting, Finance, Business Administration, Economics or a relevant field.
- Minimum 3 years of relevant experience in accounting, financial management, or project finance, preferably with NGOs/INGOs or donor-funded programmes.
- Experience working on UNICEF-funded projects or programmes is highly preferred.
- Demonstrated experience in budget monitoring, financial reporting, transaction processing, reconciliations and expenditure control.
- Experience managing project finances in humanitarian, development or recovery contexts, with knowledge of donor financial requirements and compliance procedures.
- Experience with accounting software, financial databases and MS Excel, with strong ability to analyse and present financial information.
