Responsibilities
Project Management and ERM Implementation
• Supervises and leads the ERM team with the Programmes Coordinator.
• Manages planning, execution, monitoring, and reporting of emergency activities, ensuring compliance with SIF and donor standards.
• Leads operational planning and implementation of Cash-for-Relief/Recovery, NFI, and other approved emergency cash assistance.
• Collaborates with the Programmes Coordinator and technical teams to adapt ERM tools, SOPs, approaches, and response methods to changing humanitarian and operational contexts.
• Regularly updates SIF Syria’s ERM plan, including activation procedures, roles, assessment processes, targeting, response methods, timelines, and monitoring.
• Ensures SIF is operationally prepared for emergencies, displacement, return movements, winter needs, and shocks.
• Develops detailed project plans for assessment, procurement, cash transfer, distribution, and monitoring, aligned with logistics, finance, and operations.
• Oversees programme performance, budgets, expenditures, procurement, and ERM cycle, adhering to commitments, timelines, and donor requirements.
• Ensures emergency responses follow Shelter/NFI ERM timelines and humanitarian standards.
• Maintains ERM tools like assessment forms, verification, targeting, registration, distribution, cash procedures, monitoring, and reporting templates.
• Keeps updated on SIF’s emergency response capacity, coverage, staff, suppliers, financial service providers, warehousing, and contingency plans.
• Incorporates lessons from responses, simulations, and reviews into ERM plans and SOPs.

Shelter/NFI Sector ERM Coordination
• Work closely with SIF technical managers and coordinators to coordinate with Shelter/NFI Sector’s Emergency Response Mechanism and relevant inter-agency emergency coordination mechanisms.
• Lead the preparation and submission of SIF’s Terms of Reference and required supporting documentation for integration into the Shelter/NFI Sector’s pre-identified rapid response partner roster.
• Ensure SIF internal ERM procedures remain aligned with applicable Sector SOPs, technical guidance, targeting approaches and response timelines.

Rapid Needs Assessments and Emergency Verification
• Monitor humanitarian developments and emergency alerts in coordination with SIF field teams, Security/Access, MEAL, Programme management and humanitarian coordination mechanisms.
• Coordinate SIF participation in rapid multi-sector needs assessments and technical/emergency verification missions.
• Mobilise appropriate assessment teams following an emergency alert or request from relevant coordination mechanisms.
• Ensure assessments identify priority humanitarian needs, affected populations, displacement and return dynamics, Shelter/NFI requirements, market functionality, protection risks, accessibility constraints and feasible response modalities.
• Coordinate with MEAL to ensure the quality, consistency and reliability of assessment information.
• Analyse assessment findings and formulate operational recommendations regarding SIF response activation, geographic targeting, beneficiary caseload, assistance modality and resource requirements.
• Ensure assessment findings are communicated rapidly to the Programmes Coordinator and relevant management personnel to facilitate timely activation decisions.

Risk Management and Compliance
• Identify, assess and inform the Programmes Coordinator of potential operational, programmatic, financial, access, security, safeguarding and reputational risks associated with ERM implementation.
• Develop and monitor appropriate risk mitigation measures and ensure compliance with relevant laws, regulations, donor requirements and organisational policies.

Accountability to Affected Populations – AAP
• Coordinate with the AAP Officer and MEAL team to ensure AAP principles are systematically integrated into ERM preparedness and response.
• Ensure affected populations are appropriately consulted during assessments, targeting, implementation and monitoring.
• Ensure beneficiaries receive clear and accessible information regarding selection criteria, assistance entitlements, distribution/transfer arrangements and complaints mechanisms.

Internal and External Reporting, and Learning for Operational Decision-Making
• Ensure timely and high-quality fulfilment of all ERM reporting requirements in coordination with Programme, Grants and MEAL teams.
• Produce high-quality narrative and operational reports highlighting response achievements, beneficiary reach, response timelines, challenges and lessons learned.
• Provide regular preparedness and response updates to the Programmes Coordinator and senior management.
• Gather and integrate data from assessments, implementation monitoring, PDM, AAP mechanisms and operational departments to analyse ERM performance.
• Facilitate After-Action Reviews following major ERM activations.
• Document lessons learned, operational challenges, good practices and recommendations.
• Ensure lessons learned are incorporated into ERM SOPs, preparedness arrangements, staff training and future emergency programme design.

Qualifications
• Between three and four years of progressively responsible project management experience in humanitarian emergency and/or development contexts, with reasonable experience in emergency response programming and cash-based response. Knowledge and practical experience of Cash and Voucher Assistance and Financial Service Provider arrangements is an advantage.
• Bachelor’s degree in humanitarian studies, international development, disaster management, social sciences, project management or another relevant discipline. A master’s degree is preferred.
• Demonstrated experience in emergency preparedness, rapid response, rapid needs assessments and/or humanitarian response management. Experience in Shelter/NFI, winterisation, emergency NFI distributions and/or cash-based humanitarian assistance is strongly preferred.
• Strong knowledge of humanitarian coordination mechanisms and experience engaging with UN-led Sectors/Clusters, working groups and inter-agency mechanisms.
• Excellent project management skills, including project planning, implementation, budget management, procurement planning, monitoring, evaluation and reporting. Good understanding of protection mainstreaming, AAP, PSEAH, Child Safeguarding, humanitarian principles, Do No Harm and conflict-sensitive programming
• Strong interpersonal and communication skills, including influencing, negotiation, representation and coaching.
• Strong results orientation and demonstrated ability to work effectively under pressure and within short emergency response timelines, and ability to coordinate multidisciplinary teams involving Programme, Logistics, Finance, MEAL, Security and other operational functions.
• Ability to analyse rapidly evolving humanitarian situations and translate information into operational decisions, and ability to present complex information in a crisp and compelling manner.
• Ability to develop and encourage practical and innovative solutions to emergency response challenges.
• Fluency in Arabic and English, both verbal and written.
