Responsibilities
Country Strategy
• Oversee the implementation of the Interim Country Strategy and support the development of programme plans
• Revise and update existing strategies for Syria, based on specific areas of added value for Plan identified during the initial start-up and registration.
• Ensure that the Syria programme has a longer term and sustainable funding strategy in place, targeting institutional donors/grants.
• Manage the effective risk management and control systems for the programmes, including ensuring consistent compliance with Plan International Code of Conduct and policies including child safeguarding, and gender equality and inclusion.
• Ensure relevant support needs are flagged in advance to Plan International Lebanon.
Relations with Government/Business opportunities/donors networking
• Build and maintain strong relations with SARC, relevant Line Ministries, UN Agencies, INGOs and other key stakeholders.
• Liaison with donors and identification of priority areas of intervention, sectors and specific added value for Plan International in line with the current strategy and with the outcomes elaborated at global level;
• Coordination with Plan National Offices on fundraising: identification of donors at international level, mapping of calls for proposals/opportunities;
• Maintain coordination networks with delegation of donors in country, UN agencies: identification of specific areas of interested aligned with Plan’s strategy in country;
• Participation in coordination meetings and other relevant forums to raise Plan’s profile and identify adequate funding opportunities;
Programme Oversight
• Supervision of programme implementation in country, support to start-up of activities, monitoring of progress, troubleshooting and monitoring and reporting of activities in country
• In charge of fundraising for Plan Syria in close coordination with Country Director and Director of Programme.
• Communication with local partners, participation to meetings, support to identification of potential additional partners;
• Supervision of in country budgets, cash flow and monitoring and reporting of expenditures
• Ensure a consistent approach to the establishment and roll out of relevant Plan systems and processes.
People Management:
• Direct supervision of all in-country staff
• Support to selection of staff, contract management, compliance with local fiscal legislation and country law
• Ensure participation in all INGO and other relevant networks in country.
• Identification of adequate HR structure in country: identification of profiles, lines of reporting, internal governance;

• Work with HR to ensure Global priorities and change programmes are implemented
Financial management
• Review of core budget for country office;
• Elaboration of business model - fundraising, cost recovery and spend;
Plan’s profile
• Identification of clear areas of intervention and added value for Plan at country level;
• Establishing Plan as a relevant stakeholder in Syria and ensure that Plan is actively participating in and contributing to coordination forums;
• Ensure decisions taken by Plan are aligned with Syria’s policies and laws;
Impact of results:
• Maintain functional, flexible and an agile structured country office;
• Meet grant targets;
• Revision of existing programme plan in country;
• Maintain solid networks with key players in country


Qualifications
Essential
• Bachelor's degree in social sciences or related field.
• Eight to ten years professional senior management experience in fragile contexts implementing both emergency response and long-term development programs, experience in Syria is required;
• Experience managing teams and demonstrating leadership;
• Excellent interpersonal, communication, strategic planning skills required;
• English and Arabic language essential;
• In depth knowledge and experience of the NGO sector in Syria


Specific Vacancy Requirements

• Well-developed written and oral communication skills in English and Arabic.

• An agile manager able to lead and support the country programme
