Responsibilities
Main responsibilities:

Programme Development and Management

•Lead the development and implementation of the programme in line with the SOS Children’s Villages Programme Policy and related international and national SOS policies, strategies, quality standards and guidelines.
•Lead the implementation of the programme management cycle as part of annual and strategic planning to ensure that interventions are relevant to the local context, respond to the needs of the target group and contribute to the development of sustainable social support systems .
•Coordinate and ensure cooperation between all areas of work within the Small Group Homes.
•Ensure efficiency through best use/sharing of resources across different programme units.
•Regularly report on programme activities and progress to PD and relevant National Office functions .
•Support and implement SOS protection guidelines.


HR Management and organisational development
•Develop appropriate employees planning in close cooperation with national HRM and ensure full staffing of the programme.
•Continue to build own knowledge and knowledge of team regarding national and Federation trends and strategies, support team members to ensure team high performance.
•Participate in selecting co-workers with proper profile, all according to the HR Departement plan in cooperation with HRM.
•Ensure that all new co-workers are onboarded in quality way
•Ensure and conduct performance management process for all co-workers which includes monitoring staff performance on ongoing basis, conducting annual performance conferences
•Evaluate employees training needs.
•Contribute to optimize processes between the small Group Homes and the National Office
•validate and verify programme employees’ leave requests taking into consideration work requirements .

Financial and administrative Management

•Build accountability in the programme by ensuring implementation of simple and effective financial and administrative procedures in accordance with defined policies and guidelines
•Leads the budgeting process in the programme and responsible for the program monthly financial claims.
•Review budget expenditures and conduct financial and content controlling of CVP in order to ensure that funds are properly used
•Estimate programme procurement, maintenance and repairs needs, and ensure they are received according to requested specifications.

Support the implementation of fundraising and sponsorship

•Help fundraising staff understand how the facility assists children and families, and provide background information, text and photo material for fundraising and public relations activities.
•Contribute to national fundraising planning in as far as it affects the facility, and supports fundraising staff to realise fundraising plans.
•Coordinate special events held at the facility and make the facility available for visits by donors and others.
•Strive to cover budgeted items for the facility through donations in kind.
•Familiarise facility staff on the importance of fundraising.
•Fosters cooperation between National Office staff and their counterparts in the location


Child Safeguarding (CS)

•Child protection is everyone's responsibility
•Responsible within own area of work to prevent and protect children of all forms of abuse, abandonment, exploitation, violence and discrimination based on SOS Child Protection Policy principles
•Responsible for reporting any CS suspicion, concern, allegation or incident immediately following Child Safeguarding reporting procedures. CS reports should be made to the national CS focal person or any other member of the national CS team and/or to the respective line manager
•Lead and coordinate the CS team’s work in the SGH with particular attention to prevention and awareness-raising. This includes carrying out a CS risk assessment and mitigation of existing and possible CS risks in the CVP
•Report to national CS focal person about all incidents and development of the incident management on a timely manner (bi-annually or quarterly)
•Responsible for the implementation of proposed CS incident actions in the SGH
•Responsible to maintain CS incident register at the programme level
•Responsible to organise a review of incidents within the SGH
•Take the decision to close the incident managed by the CS team in SGH after implementation of the respective action plan
•Ensure new co-workers receive CS orientation during the onboarding period
•Act as a child rights ambassador to influence communities, policymakers, governments, other stakeholders to make them understand the importance of protecting children and young people and to take action
•Establish diverse reporting channels, incl. anonymous, for co-workers, children, young people

Qualifications
•University degree in Social Sciences or project management, Education, Sociology, Psychology, or any relevant field.
•Minimum 3 years of proven experience in similar position, with at least one year in a supervisory level.
•Very good command of written and spoken English

•Knowledge of principles, practices, methods, and techniques of developing and implementing child and youth development programs and associated facility management.
•Experience in program management and planning
•Knowledge of relevant laws, rules, regulations, policies, and procedures..
•Ability to evaluate program effectiveness and make adjustments as needed.
•Ability to Manage budget development and monitor program revenue and expenses with accurate financial records and reports.
•Good in reporting skills .




Specific Vacancy Requirements
-Any certificates, license, and training related to the field that would provide the required knowledge, skills, and abilities.
-A master's degree in a related field is preferred
-Preferable previous experience in the humanitarian sector.
-A team player who is culturally astute, respectful and tolerant
