Responsibilities
- Oversee the daily operations of the HR Officer(s) and HR Assistant(s), delegating tasks, ensuring quality, and providing mentorship and training to build team capability.
- Serve as the primary escalation point for complex employee and manager inquiries, resolving issues that fall outside standard procedures.
- Manage and optimize key HR processes including the recruitment lifecycle for managerial roles, the performance management cycle, and the annual leave planning process.
- Act on behalf of the Deputy HR Manager in their absence, ensuring continuity of all critical HR services.
- Lead the investigation and resolution of complex employee relations cases, including disciplinary actions, formal grievances, and harassment complaints, ensuring fairness, confidentiality, and legal compliance.
- Serve as the hotel's secondary expert on Syrian Labor Law and Social Security regulations, providing authoritative advice to managers and ensuring all HR practices are 100% compliant.
- Conduct regular audits of personnel files, HR documentation, and processes to identify and mitigate legal and operational risks.
- Prepare all documentation for governmental inspections and external audits, ensuring the HR department is always audit-ready.
- Champion the implementation of all new HR policies, systems, and the Employee Handbook, providing training and support to department heads to ensure company-wide adoption.
- Partner with the Deputy HR Manager to manage the people-side of the organizational transformation, communicating changes, addressing concerns, and fostering buy-in across the hotel.
- Analyze HR metrics and data (turnover, absenteeism, recruitment costs) to identify trends and provide actionable insights to management for decision-making.
- Lead the recruitment process for supervisory and managerial positions, including competency-based interviewing and selection.
- Support the Deputy HR Manager in succession planning and talent review sessions with department heads.
- Coordinate and may facilitate key training programs related to performance management, code of conduct, and new hire orientation
- Lead or co-lead strategic HR projects as assigned, such as the implementation of a new HRIS, the annual employee engagement survey, or wellness initiatives.
- Prepare comprehensive reports and presentations on HR activities, challenges, and achievements for the Executive Committee.




Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field.
- A Master’s degree or professional HR certification is highly preferred.


Specific Vacancy Requirements
- A minimum of 5-7 years of progressive HR generalist experience, with at least 2-3 years in a senior advisory or supervisory role.
- Proven, hands-on experience in a unionized environment, a large-scale restructuring, or a hotel pre-opening is essential.
- Demonstrable expertise in conducting workplace investigations and managing complex employee relations cases.
- In-depth, practical knowledge of Syrian Labor Law and Social Security Authority procedures is mandatory.
- Exceptional leadership, coaching, and interpersonal skills.
- High degree of emotional intelligence, discretion, and ethical judgment.
- Strong analytical, problem-solving, and project management skills.
- Excellent communication skills (written and verbal), with fluency in Arabic and English.
