CONTEXT
Fourteen years of conflict in Syria have severely disrupted livelihoods, weakened food systems, and increased economic vulnerability, leaving millions unable to meet their basic food and income needs. Widespread displacement, damaged infrastructure, economic collapse, sanctions, and climate-related pressures have significantly affected agricultural production, local markets, and employment opportunities across the country. While the establishment of a transitional government in December 2024 marked the beginning of a recovery phase, communities continue to face major challenges in accessing sustainable livelihoods and affordable food.
Women, youth, internally displaced persons (IDPs), and vulnerable households remain among the most affected groups, with limited access to income-generating opportunities and productive resources. Rural communities continue to struggle with damaged agricultural infrastructure, water scarcity, and limited market access, while MSMEs face financial and operational constraints that hinder local economic recovery.
Despite ongoing humanitarian assistance, significant gaps remain in food security and economic recovery efforts. Weak institutional capacity, fragmented governance, and continued dependence on external aid limit the sustainability of recovery initiatives and economic growth.
EXPERTISE FRANCE IN SYRIA
In Syria, Expertise France has maintained a continuous presence since 2013, expanding its operations from Northwest Syria to Northeast Syria in 2019. Its programmes have mobilized over euro;74.8 million and reached more than 3.8 million direct beneficiaries across sectors including Food Security and Livelihoods (FSL), Health, Civil Society Support, Gender Empowerment, and Climate Change Response. Through partnerships with more than 90 local CSOs and over 150 grants, EF has supported economic recovery, agriculture, vocational training, and local resilience through a localized and participatory approach.
The MAZRA program aims to promote inclusive and integrated community recovery in prioritized rural areas across Syria through an Area-Based approach focused on food security, sustainable livelihoods, and rural revitalization. Building on the lessons learned from SABIR, the program places particular emphasis on restoring agricultural systems, strengthening local economies, and improving community resilience.
Through locally led and multi-sectoral interventions implemented in partnership with local Civil Society Organizations (CSOs), local authorities, and relevant technical institutions, MAZRA will support the rehabilitation of community infrastructure, strengthen agricultural value chains, improve market access, and create livelihood opportunities for vulnerable groups, including youth and returnees. The program will also promote inclusive governance, social cohesion, and capacity building for local agricultural and municipal institutions to improve coordination and long-term recovery planning.
To achieve these goals, MAZRA is structured around four specific objectives:
-SO1 strengthening access to essential community infrastructure and services through locally led rehabilitation efforts and sustainable management mechanisms.
-SO2 strengthening the resilience and sustainability of agricultural production systems and local farming actors.
-SO3 enhancing market access and livelihood opportunities for youth, returnees, and vulnerable community members.
-SO4 providing tailored technical assistance to community, municipal, and regional agricultural institutions to improve sectoral coordination and strategic planning. Through this integrated approach, the program seeks to contribute to long-term resilience and inclusive economic recovery in post-conflict Syria.
JOB DESCRIPTION / ASSIGNMENT
The Technical FSL Coordinator will be under the direct supervision of the Project Manager in Erbil and in close coordination with relevant departments. He/She will be responsible for supporting and following up on the implementation of EF activities in Syria, particularly under the MAZRA project, ensuring the effective delivery of Food Security and Livelihoods (FSL) interventions in line with project objectives, technical standards, and donor requirements. The Technical FSL Coordinator will carry out the following activities:
Project Implementation:
- Provide technical support on Food Security and Livelihoods (FSL) and agriculture-related project activities, ensuring the quality of interventions throughout the project period and the effective implementation of activities as planned, including support to agricultural rehabilitation, value chain development, irrigation systems, agricultural inputs, and livelihood initiatives.
-Support EF team in identifying the training and capacity-building needs of partners, farmers, cooperatives, and beneficiaries within the framework of the project.
-Prepare and facilitate, together with the project team, EF experts, and local partners, the planning and design of workshops and technical trainings, particularly in Syria.
-Support technical experts and project teams in disseminating and validating agricultural and livelihoods training packages and technical guidelines.
-Participate with the team in the dissemination of agricultural assessments, market studies, and operational research conducted in Syria.
-Support the capacity building of farmers, agricultural workers, cooperatives, and local stakeholders through technical and vocational trainings in collaboration with EF experts.
-Support and liaise with EF technical assistance provided to the Ministry of Agriculture and relevant agricultural institutions.
-Ensure transparency, ethical conduct, accountability, and efficiency in project implementation.
-Contribute to the establishment and strengthening of agricultural support facilities, demonstration sites, or community-based livelihood initiatives, ensuring proper management and regular inventory of equipment and assets.
External Representation, Coordination, and Communication:
- Establish, strengthen, and maintain close coordination with the Syrian Ministry of Agriculture, Directorates of Agriculture, EF partners, cooperatives, and relevant coordination platforms.
- Attend meetings with NGOs, agricultural stakeholders, and coordination platforms in Damascus when needed.
-Support the Communication Advisor in producing communication materials such as videos, leaflets, press releases, and success stories related to agriculture and livelihoods activities.
-Identify and contribute to the development of new activities and partnerships, including agricultural assessments, value chain interventions, and analysis of food security and livelihoods needs.
Monitoring, Evaluation, Learning, and Reporting:
-Monitor project activities in Rural Damascus, identify gaps, risks, and operational challenges, and propose practical solutions.
-Coordinate closely with EF experts and the M&E team to track implementation progress, quality of interventions, and achievement of project indicators.
-Provide timely reporting on activities in line with project work plans and requests from the Project Manager.
-Support the design and implementation of agricultural and livelihoods assessments and studies, including drafting ToRs, defining objectives and methodologies, and overseeing data collection processes.
-Report regularly to the Project Manager and technical team on programmatic and technical issues.
-Work with Implementing Partners, EF experts, M&E staff, and TPM to capture lessons learned, success stories, and evidence of impact across Syria.
-Perform additional tasks as requested by the Project Manager.

Qualifications
Technical Skills, Experience & Knowledge
-Relevant university degree in Agriculture, Agricultural Engineering, Food Security and Livelihoods (FSL), Rural Development, Development Studies, Economics, or other related fields.
-At least 5 years of professional experience in agriculture, food security, livelihoods, or rural development programs, with strong project management and capacity-building skills in humanitarian and development contexts. Experience with INGOs is an advantage.
-Sound knowledge of agricultural value chains, livelihood recovery interventions, climate-resilient agriculture, and community-based approaches.
-Good understanding of international donors procedures, compliance requirements, and reporting standards.
-Experience in providing technical support and building the capacity of staff, local partners, farmers, cooperatives, and community groups.
-Strong analytical, coordination, writing, and reporting skills.
-Fluency in written and spoken Arabic and English
-Willingness and ability to provide remote technical support and training to local partner organizations.
-Experience in remote management and coordination with field teams and implementing partners.
-Ethics and values: demonstrate and safeguard ethics, transparency, and integrity.
-Development and innovation: demonstrate initiative, adaptability, and commitment to continuous learning and improvement.

Salary and Benefits
Duty station: Based in Rural Damascus with regular field visits to project locations across Syria and possible travel to Erbil for coordination and project-related meetings.
